This opportunity is for integrated solid waste and recycling management services at Vandenberg Space Force Base, led by the U.S. Space Force 30th Civil Engineer Squadron and the U.S. Air Force 30th Contracting Squadron. - Scope covers municipal solid waste, food waste, and recyclable collection, as well as unscheduled/special event pickups, roll-off container delivery (including for construction debris and appliances), tipping fees, and rental fees for roll-off containers - Contractor must provide all personnel, equipment, vehicles, tools, materials, and supervision required to perform services - Services include both scheduled (weekly/daily) and unscheduled (on-call, special event) collections, with rapid response required for unscheduled requests (within 24 hours or one business day) - Contractor is responsible for maintaining and managing government-owned and contractor-supplied containers, including weather-proof, lockable roll-offs for cardboard and appliances - Reporting requirements include monthly and quarterly tonnage, recycling sales, and vehicle/driver data, with weigh-ins at certified on-base scales - All services must comply with federal, state, and local environmental and safety regulations (including OSHA, ADA, EPA), and exclude Military Family Housing areas - The contract is set aside for small businesses under NAICS 562111 and is considered mission essential for base operations - No specific OEMs or product manufacturers are named; the procurement is service-focused, but major national waste management firms are likely competitors

Description

Any questions related to this solicitation shall be submitted in writing no later than 02:00 PM (PDT) 21 August 2026.

Quotations and related documents are due no later than 02:00 PM (PDT) 14 September 2026.

The purpose of this acquisition is to obtain services from an experienced Contractor to provide all personnel, equipment, tools, materials, supplies, vehicles, supervision and other items and services necessary to perform Municipal Solid Waste (MSW) collections and recycling collections at several designated Government sites within the boundaries of Vandenberg Air Force Base (VAFB), CA (excluding the Military Family Housing which is privatized). Services are to be performed in accordance with (IAW) the Performance Work Statement (PWS) as well as applicable federal, state and local regulations, commercial industry standards, Occupational Safety and Health Administration (OSHA), Americans with Disabilities Act (28 CFR, Part 35, Subpart A) and Environmental Protection Agency (EPA) requirements.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Due to the critical nature of solid waste collections contributing to promoting a sanitary environment, the government has identified all of the services under this contract as mission essential.

This RFQ is NOT to be construed as a commitment by the United States Space Force. The Government is NOT liable for any costs and/or activity associated with providing a response to this announcement. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the government for reimbursement. The Government reserves the right to award some or all of the line items represented herein. The Government reserves the right to cancel this solicitation either before or after the closing date.  In the event the Government cancels this solicitation, the Government has no obligation to reimburse for costs associated with providing a quote.

The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
