Description

Synopsis: The U.S. Government intends to procure Cooking Exhaust Maintenance services for one (1) 12-month base period and three (3) 12-month option periods. The requirement involves inspection and cleaning of commercial, cooking-related kitchen exhaust systems located at the United States Military Academy (USMA), West Point, NY. All work must be performed in accordance with NFPA 96, as well as all applicable state and local requirements, and must meet the specifications outlined in the Performance Work Statement and the attached Solicitation.

General Scope

The Directorate of Public Works has requested the contractor to perform services to include, but not limited to the following:

1. Cover all stationary equipment, under and adjacent to exhaust systems being cleaned.

2. Inspect and clean all ducts, louvers, fans, exhaust hoods, exhaust fans, filters and building surfaces where system(s) vent to the outside.

3. Disassemble, inspect, clean, and reassemble all components associated with cooking related exhaust systems.

4. Remove coverings, clean and wipe equipment, and wash floors to remove any grease or associated cleaning debris at USMA.

The Government anticipates issuing a solicitation as a 100% Set-Aside for Small Business in accordance with FAR 19.104-1(a), under NAIS Code 561720 – Janitorial Services (Restaurant kitchen cleaning services) with a size standard of 22 million.

To be eligible for award, business must be registered as Small Business under the appropriate NAICS code in the System for Award Management (SAM) https://sam.gov.

A mandatory site visit (17 August 2026 at 09:00 AM EST) is also required. Guidance for obtaining a visitor pass from the Visitors Center outside of the Thayer Gate is outlined in PWS Section 1.5. (Visitor Center: 2107 New South Post Rd, Highland Falls, NY 10928). Pictures of the kitchen hoods that will not be included in the in-person visit will be provided for reference. Please review all requirements outlined in the attached solicitation “Addendum” and the Statement of Work.
