This opportunity involves the Air Mobility Command (AMC), under the Department of the Air Force, seeking a contractor to provide a web-based Special Departure Procedures (SDP) takeoff performance system for multiple Air Force aircraft. - Government Buyer: - Department of the Air Force - Headquarters Air Mobility Command (AMC), Airfield Operations Division (A3A), Airfield Operations Requirements and Resources (A3AR) - 763rd Enterprise Sourcing Squadron (763 ESS) - OEMs and Vendors: - No specific OEMs are mandated for the SDP system; however, Jeppesen Sanderson, Inc. is the incumbent provider. - Products/Services Requested: - Web-based SDP takeoff performance system delivering one-engine inoperative departure data for C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3 aircraft - Use of each aircraft manufacturer's performance algorithms and real-time data for takeoff calculations - 24/7/365 support, obstacle and terrain data analysis, SDP design, and data delivery via secure web portal, email, or direct-to-aircraft - Optional services: On-board Performance Tool (OPT) for electronic flight bags, initial SDP start-up for new aircraft models, airport surveillance, ad hoc SDP services, and web-hosted training/user guides - Unique or Notable Requirements: - System must support adding/removing aircraft models as needed - Must provide both graphical and tabular SDP outputs - Urgent ad hoc SDP requests must be fulfilled within 24 hours; routine within two business days - Contractor responsible for all labor, management, analysis, programming, administration, training, and incidentals - Monthly status reporting required - Incumbent: - Jeppesen Sanderson, Inc. is the current provider of these services

Description

The contractor shall provide all labor, management, analysis, planning programming, administration, training, review, transportation and incidentals necessary for one-engine inoperative departure data in order to maximize aircraft operational weights while providing safe escape routings for specified Mission Design Series (MDS) aircraft in accordance with (IAW) this Performance Work Statement (PWS).  SDP data shall be delivered to the Government via internet access, email or other avenues for direct-to-aircraft data delivery, for retrieval of data for a specified list of airports, runways, aircraft and engine type and takeoff flap settings in order to enhance the Air Force’s ability to safely and effectively conduct operations from these fields.  

The contractor shall design and provide a web-based SDP takeoff performance system for the defined Mission Design Series (MDS) based on each aircraft manufacturer’s performance algorithm, as well as real time derived data to make takeoff calculations.  Aircraft requiring SDP subscriptions include C-5M, KC-46, C-17, KC-135, C-130J, C-37A, C-21A, and E-3.  The government may add new or delete MDS aircraft, as necessary, to the contract list.

The requirement owner is AMC located at Scott AFB, however contractor work shall be performed at the Contractor's facility.
