The U.S. Forest Service, Black Hills National Forest, is seeking well decommissioning services across the Mystic River and Custer Ranger Districts in South Dakota. - Government Buyer: - U.S. Forest Service, Black Hills National Forest - Scope of Work: - Decommissioning (closure and sealing) of 17 water wells and 1 cistern at various sites - Work includes mobilization, bentonite grout sealing of wells (various diameters and depths), steel pipe casing removal, concrete slab and cistern disposal, salvage operations (bat gate, cattleguard), and pump removal - All work must comply with South Dakota Administrative Rules and Codified Law - Products/Services Requested: - Bentonite grout seal for wells (quantities range from 0.05 to 68.3 cubic yards per site) - Steel pipe casing removal (typically 4 linear feet per site) - Concrete slab removal and disposal (up to 6 slabs per site) - Mobilization to each well site - Salvage of bat gate and cattleguard - Removal of concrete cistern and pump - Notable Requirements: - Compliance with state regulations for well closure - Small business set-aside under NAICS 237110 - Bid, payment, and performance bonds required - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Technical Details: - Well diameters range from 3" to 9', depths from 4 Ft to 80 Ft - Detailed site locations, maps, and photos provided in project plans

Project Title: Forest Wide Well Decommissioning Mystic River and Custer Ranger Districts, Black Hills National Forest, South Dakota

Description  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued.  

Solicitation number 1240LT26Q0168 is issued as a Request for Quotation (RFQ).  Black Hills National Forest is requesting a quote to close and seal water wells per South Dakota (SD) Administrative Rule (ARSD) 74:02:04:67  “Requirements for plugging wells or test holes completed into confined aquifers or encountering more than one aquifer” and ARSD 74:02:04:39 “Requirements for plugging wells or test holes completed into unconfined aquifers with only one aquifer encountered” , and SD Codified Law (SDCL) 46-6-18 and 46-6-27.      This acquisition is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 237110 – Water and Sewer Line Related Structures Construction  The small business size standard is $45M  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

 FAR 52.228-1 Bid Bond/Offer Guarantee: A bid bond/offer guarantee shall be submitted at time of offer on a Standard Form 24 (SF24), Failure to provide the bid bond will render the offer non-responsive, resulting in its rejection. The required guarantee amount is 20% of the total offer price, not to exceed a maximum of $3 million.

FAR 52.228-15 Performance & Payment Bonds:  Submission of 100% Payment and Performance Bonds are required. The Performance Bond must be submitted using the mandatory Standard Form (SF) 25, and the Payment Bond must be submitted using the mandatory Standard Form (SF) 25A. Please note that no substitute forms will be accepted.

Bonds are due no later than 10 calendar days after award and must be submitted to Contract Specialist, Holly Hlavac via email at Holly.Hlavac@usda.gov and Contracting Officer, Lucas Dahlman at Lucas.Dahlman@usda.gov before work begins. 

Project Location Well locations and descriptions are provided on the project plans, along with specific well closure requirements, location map and directions, and photos. 11 Wells and 1 Cistern are located on the Mystic Ranger District and are all in Pennington County, SD. 5 Wells are located on the Custer Ranger District and are all in Custer County, SD.
