This notice concerns a sole source justification for dockside maintenance and port services for US Coast Guard Fast Response Cutters (FRCs) in Singapore. - Sole source contract to Toll Remote Logistics (TRL) for port space, pier services, and dockside maintenance - Services include mooring, shore power (two 200-amp generators), potable water, grey water removal, trash removal, office and warehouse space, utilities, forklift use, material handling, transport, offload/onload of supplies, seabed sweeping by divers, and security - Maintenance supports up to four FRCs from Patrol Forces Southwest Asia (PATFORSWA) - Work is scheduled for two cutters at a time for three weeks each, followed by another pair for three weeks - TRL site is the only location with necessary resources and existing contracts; relocation is impractical and cost-prohibitive - Estimated contract value is $900,000 for Fiscal Year 2026 - No products are being procured; this is strictly for maintenance and port services - Notice is a justification for other than full and open competition, not a solicitation or award - Period of performance covers services through September 30, 2026, with plans for a long-term contract in FY27

This is a sole source notice and no quotes or offers are being requested. The current location and related services is for a dockside maintenance period for Coast Guard fast response cutters undergoing required Operational Depot Maintenance Schedule (ODMS) work by U. S. Coast Surface Fleet Logistics Command personnel and contractors.The maintenance periods are for two cutters at a time for an estimated three week period followed by another pair of cutters for an additional three week period. The Toll Remote Logistics (TRL) site remains the sole suitable site for all maintenance work as all of the resources are already in place and available under other active awards/contracts and to relocate will delay and add more cost to the ODMS as stated in the attached J&A (redacted).
