The Washington National Guard Recruiting and Retention Battalion is seeking vendors for the fabrication, permitting, and installation of outdoor LED illuminated signage at multiple locations in Washington State. - Government Buyer: - Washington National Guard, Recruiting and Retention Battalion, Camp Murray, WA - Products & Services Requested: - Fabrication of 3 outdoor routed signs with push-through letters - Approximate sizes: 54"x59.625" and 16x6 linear logo - Colors: White, Black, PMS 123 - Internally illuminated with white LEDs - Constructed from non-corrosive heavy-gauge aluminum - Removable top panel for maintenance - 5-year warranty against fading, cracking, or corrosion - Site survey and permitting for 3 job sites - Includes acquisition of all necessary local city/county permits - Delivery, installation, and electrical work at 3 locations - Electrical connection to power, meeting local codes - 1-year warranty on electrical work and LED components - Removal of packing materials and operational check of LED lighting - Unique/Notable Requirements: - Signs must be durable, weather-resistant, and meet local electrical codes - Minimum 5-year warranty on signage and 1-year warranty on electrical work - Work to be completed within 30 working days after mock-up approval - Vendors must provide specifications, CAGE code, and SAM UEI with quotes - Small business set-aside under NAICS 339950 (Sign Manufacturing) - No specific OEMs or branded products are specified; vendors may propose suitable solutions meeting the described requirements.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Solicitation number/FY26-0012474598 is hereby issued as a Request for Quote (RFQ). The

Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05 Dated 22 April 2024 and the Defense Federal Acquisition Regulation Supplement (DFARS) change notice 20240425.  It is the contractor’s responsibility to become familiar with applicable clauses and provisions.  This acquisition is 100% Small Business under North American Industry Classification Standards (NAICS) code 339950

This RFQ is for a Firm Fixed Price (FFP) contract. The Government intends to award a contract to a qualified vendor deemed responsive in accordance with the Federal Acquisition Regulation (FAR) Part 12, whose quote conforms to all of the RFQ's requirements and is judged to represent the Best Value to the Government in accordance with the evaluation scheme set forth in this RFQ. Evaluation will be based upon best value to the Government, and delivery of requirements will be FOB destination. This office will consider any late quotes or any late revisions of quotes as non-responsive.

In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government.

Government POC: Government POC will be provided at time of award. Any changes must be coordinated through the government POC and approved in writing by the Contracting Officer.

The date, time and request for quote offers are due by 28 August 2026 at 1:00 P.M. Eastern time on to saul.resendez.civ@army.mil. Electronic offers preferred.
