This opportunity is a planned sole source procurement by the Department of the Navy for a comprehensive Weapons Synthetic Training System (WSTS) to support small arms proficiency and certification for sailors. - Procuring Agency: Department of the Navy, Commander, Naval Surface Force, Pacific (COMNAVSURFPAC), LCSRON ONE, with NAVSUP FLC San Diego as contracting office - Sole Source Vendor: Conflict Kinetics Corporation (CK) - Purpose: Provide a turnkey synthetic weapons training system for M18 pistols, M4A1 rifles, M240 and M2HB (.50 Cal) machine guns - System Requirements: - Support for 15-20 simultaneous trainees, up to 60 daily - Synthetic weapons: 15 rifles, 30 pistols, 2 M240, 2 M2HB - SMART programmable magazines (66 for rifles, 50 for pistols) - Human performance optimization software, predictive readiness analytics, and maritime-specific threat scenarios - Hardware: cameras, projectors, servers, compressed air charging station, instructor control station - System must enable rapid rollout of new training standards and reduce live ammunition use - 1:1 weapon weight ratio, >95% accuracy in predicting live-fire qualification, 95% system uptime during training - Services: - Ongoing technical support, 24/7 remote software support, maintenance, repair/replacement, onsite FSR support, and training - System operability of at least 85% (95% during scheduled training) - Contract Structure: - Firm-fixed-price with a base year (FY26) and four one-year option periods (total up to 5 years) - No competitive proposals will be solicited; only CK is identified as meeting requirements - No specific part numbers provided; quantities and system details are specified

Notice of Intent to Sole Source

NAVSUP Fleet Logistics San Diego (FLCSD) intents to award a Sole Source contract to Conflict Kinetics Corporation, 1893 Preston White Drive, Reston, VA 20191 in accordance with RFO 12.001 and RFO 6.103-1.

This requirement to establish a Weapons Synthetic Training System (WSTS) that enables sailors to develop proficiency in small arms weapons handling and employment while in port major fleet concentration areas of San Diego, CA.  The WSTS must support sustainment training and certification for armed watch standers on the following weapons: M18 pistol, Rifle (5.56mm), light, and heavy machine guns (7.62mm & .50 Cal).  The WSTS will significantly reduce cost of conducting training and certification through significant reduction in expenditure of live ammunition.  The WSTS will be capable of quickly rolling out new fleet-wide standardization (e.g., CAT III) or enhancement in training capabilities without the risk of resources or capability constraints that may be present for each location.

The proposed contract action is Sole Source only.

Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
