Synopsis/Solicitation Notice This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Agency and Purpose The US Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) in Vicksburg, MS, intends to award this as a simplified acquisition. Solicitation Details The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition. The document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This requirement is set aside 100% for small business under NAICS Code 331210, Iron and Steel Pipe and Tube Manufacturing from Purchased Steel, with a size standard of 1,000 employees. This procurement is conducted in accordance with regulation at RFO Part 12, Acquisition of Commercial Products and Commercial Services. The factors for evaluation are: Lowest Price Technical Capability The award will go to the quote that offers the Lowest Price and meets at least the minimum technical requirements. Technical capability is defined as the documented ability to meet the project’s minimum requirements, including delivery schedule and support. Insufficient documentation may result in rejection. Notification of award or acceptance will be sent to the successful offeror, resulting in a binding contract.
