The Kansas Department of Health and Environment (KDHE) is seeking qualified contractors for the Russian Stotts Abandoned Mine Land (AML) reclamation project in Crawford County, Kansas. - Government Buyer: - Kansas Department of Health and Environment, Surface Mining Unit (SMU), Office of Procurement and Contracts - Scope of Work: - Construction and reclamation of abandoned mine land, including site preparation, earthwork, drainage, erosion control, seeding, and fencing - Lump sum contract covering all materials, labor, equipment, and supervision - Products/Materials Requested: - 6.3 acres of site clearing - 48,219 cubic yards of earthwork - 7,100 tons of KDOT Light 24 (D50 18) riprap - 210 tons of D50 6 riprap - 150 tons of 2-4 clean stone - 597 tons of AB-3 aggregate base - Fertilizers: 252 lbs nitrogen, 378 lbs phosphorous, 378 lbs potassium - 18.9 tons each of lime and mulch - 6.3 acres of native grass seeding - 850 linear feet of barbed wire fencing and 2 swing gates - 40 feet of 36-inch and 120 feet of 24-inch polypropylene culvert pipe - Unique/Notable Requirements: - Compliance with Davis-Bacon prevailing wage rates - Adherence to Build America, Buy America (BABA) Act for domestic materials - Mandatory five percent bid guarantee - Registration with the State of Kansas and federal compliance certifications (debarment, drug-free workplace, lobbying) - Eligibility checks through the Office of Surface Mining Reclamation and Enforcement's Applicant/Violator System (AVS) - Liquidated damages of $2,500 per week for late completion - No specific OEMs or named vendors; all materials must meet project specifications and domestic sourcing requirements.
