This opportunity is for the supply of certified Halal meals to the Federal Bureau of Prisons, Federal Correctional Institution Loretto (FCI Loretto), for the first quarter of Fiscal Year 2027. - Government Buyer: - U.S. Department of Justice, Federal Bureau of Prisons, Federal Correctional Institution Loretto - Products/Services Requested: - Certified Halal meals in 15 different varieties, including Filet of Sole, Beef Goulash, Beef Pot Roast, Beans and Franks, Roasted Chicken Breast, Chicken Wing, Chicken Cacciatore, Chicken Chow Mein, Turkey Cutlet, Meatloaf, Hawaiian Meatballs, Spaghetti and Meatballs, Cheese Omelet, Spanish Omelet, and Halal Bologna Luncheon Meat - Quantities per meal type range from 36 to 240 units - Meals must be delivered frozen, with specific portion sizes and ingredient requirements - Unique or Notable Requirements: - All meals must be certified Halal; a valid Halal Certification letter is required with each bid - No substitutions are allowed for any meal type - Meals must be individually wrapped and labeled with a Halal certification symbol - The procurement is a 100% small business set-aside - Evaluation factors include price, past performance, and adherence to specifications - OEMs and Vendors: - No specific OEMs or brands are named; open to any qualified Halal food manufacturer meeting requirements

Description

The Federal Bureau of Prisons, Federal Correctional Institution Loretto, intends to issue solicitation 15B0AT27Q20800003 for Quarterly Certified Halal Meals. In accordance with the Revolutionary FAR Overhaul (RFO), this requirement is for food products delivered FOB Destination to Federal Bureau of Prisons, Federal Correctional Institution Loretto, PA. The contract type is firm-fixed-price. The Government reserves the right to make single or multiple awards to the responsible offeror(s) whose quote is most advantageous to the Government. Evaluation factors include price and past performance.

The solicitation will be available on or about August 12, 2026, and will be posted exclusively to https://sam.gov. Interested parties are responsible for monitoring this site for all updates and amendments. Bids must be received no later than August 20 2026, at 12:00 PM EST. Please note that deliveries will begin October 5, 2026, and will not be accepted prior to that date.

Payments will be processed via Electronic Funds Transfer (EFT) or via Government Purchase Card for awards of $15,000.00 or less. Per FAR 52.212-3, all offerors must have an active registration and completed representations and certifications within the System for Award Management (SAM); the legacy ORCA system is no longer in use.
