The USDA Agricultural Research Service (ARS), NEA Office of the Area Director, is seeking Enterprise Infrastructure and Critical Operations Support Services to facilitate a major transition and phased closure of its facilities. - Government Buyer: - USDA Agricultural Research Service (ARS), NEA Office of the Area Director, Beltsville, MD - Scope of Services: - Enterprise Infrastructure and Critical Operations Support Services - Tier II/III support for network (Brocade/Ruckus), virtualization, storage, database, applications (Asset Bank DAM), monitoring, patch management, and facility infrastructure - Support for migration, expansion at USNA, and continuous availability during transition - Cybersecurity compliance with FISMA and NIST SP 800-53 - OEMs and Vendors: - Brocade (Ruckus) for network infrastructure - Asset Bank for Digital Asset Management (DAM) platform - Products/Services Requested: - 12 units of Enterprise Infrastructure and Critical Operations Support Services (part number 0001) - Engineering and operational support for computing facilities, telecommunications, cabling, power distribution, environmental controls, equipment installation/relocation, capacity planning, and infrastructure modifications - Database and application support, including administration, security hardening, patch management, upgrades, vendor coordination, performance monitoring, troubleshooting, migration, and compliance - Storage administration, provisioning, capacity planning, expansion, performance monitoring, lifecycle management, patching, backup integration, disaster recovery, migration, and decommissioning support - Monitoring, patch management, vulnerability identification, security updates, performance monitoring, event correlation, configuration management, operational reporting, and infrastructure optimization - Unique/Notable Requirements: - Contractor must demonstrate technical capability, relevant experience, and past performance - Services must support phased transition and expansion, maintain continuous operations, and ensure cybersecurity compliance - Experience with Brocade (Ruckus) network infrastructure and Asset Bank DAM platform is required - Small business set-aside, including women-owned and economically disadvantaged women-owned small businesses - Estimated Contract Value: - Award amount is $40 (likely placeholder; actual value expected to be higher based on scope) - Period of Performance: - 12 months, from September 30, 2026, to September 29, 2027

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1199 is issued as a Request for Quotation (RFQ) for Enterprise Infrastructure and Critical Operations Support Services.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 518210  The small business size standard is $40.0 million  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
