Guilford County is seeking qualified legal firms to provide appellate legal services related to child welfare cases: - Government Buyer: - Guilford County Purchasing Department - Division of Health & Human Services - No Original Equipment Manufacturers (OEMs) or product vendors are involved, as this is a professional legal services procurement - Services Requested: - Legal consultation, advice, and representation in all appeals under Article 44, Chapter 7B of the North Carolina General Statutes - Representation before the North Carolina Court of Appeals and North Carolina Supreme Court - Cases involve the Guilford County Division of Health & Human Services as either appellant or appellee - Notable Requirements: - Providers must be licensed to practice law in North Carolina - Providers must not be debarred from federal contracts - Compliance with all applicable federal and state laws is required - Contract may be awarded as Fixed-Price or Not to Exceed - Both federal and state funds may be used for payment

Description

The Guilford County Purchasing Department is soliciting proposals from qualified firms to provide consultation, legal advice, and representation in all appeals arising under Article 44, Chapter 7B of the North Carolina General Statutes. The selected firm will represent the County on appeals from orders entered in cases arising out of Chapter 7B to the North Carolina Court of Appeals and North Carolina Supreme Court where Guilford County Division of Health & Human Services is either the appellant or appellee. The County invites all interested and qualified firms who meet the requirements of this RFP to submit a response. Both federal and state funds may be used in this procurement, and contractors must comply with all applicable laws and regulations. A non-mandatory Pre-Proposal ZoomGov Meeting will be held on August 19, 2026.
