Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE. This notice is being published in accordance with Revolutionary Federal Acquisition Overhaul (RFO) 12.201-1 (e) (3) Blanket Purchase Agreements. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The statutory authority for this notice is 10 U.S.C. 3204(a)(1) set forth in RFO FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
Supervisor of Shipbuilding, Conversion and Repair, Groton CT (SSGR) intends to award a Firm Fixed Price sole source Blanket Purchase Agreement (BPA) to Lincoln Electric Company, for the Introduction to Welding course. The course provides the following: Instruct welders in welding safety and welding techniques utilizing various processes like Shielded Metal
Arc Welding (SMAW) Gas Metal Arc Welding (GMAW) Gas Tungsten Arc Welding (GTAW) and plasma cutting. The course should be approximately 5 days in length. The North American Classification System Code (NAICS) is 611519-Other Technical and Trade Schools; the size standard is up to $21.5 Million dollars.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any responsible firm that believes it can meet the requirement shall give written notification and capability statements prior to the response due date and time. The supporting evidence shall be furnished in sufficient detail to demonstrate the ability to perform the requirement and shall include relevant experience along with the applicable contract number(s), total contract dollar amount, contract period of performance, details of the relevant services and customer point of contact with corresponding telephone number and email address. This notice closes August 26, 2026, at 12 pm (EST). Information received will be considered solely for the purpose of determining whether to conduct competitive procurement in the future. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
