SPECIAL NOTICE / Pre-Solicitation Notice Of Intent To Sole Source

Revolutionary FAR Overhaul (RFO) Commercial Acquisition

This is a special notice prepared in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 5.1 “Pre-solicitation Notice” for Commercial Simplified Acquisition in accordance with FAR 12.201-1(c)(2).

In accordance with RFO FAR 12.201-1(c)(2), the Government may solicit quotations directly from suppliers for this acquisition at or below the simplified acquisition threshold. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a sole source, firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures (SAP) to Lavender International Non-destructive testing USA, LLC (15200 Middlebrook Drive, Ste. G, Houston, TX 77058).

This announcement constitutes the only notice of intent. This is not a request for competitive quotes. However, all responsible sources may submit a capability statement, which will be considered by the agency if received by the due date specified below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

I. Specification Summary

The contractor shall provide eighty (80) hours of dedicated, on-site Phased Array Ultrasonic Testing (PAUT) Level II technical training for twelve (12) individuals at the Naval Surface Warfare Center Philadelphia Division (NSWCPD).

Because the Navy requires absolute standardization and certification compatibility across the enterprise, the curriculum must be identical to the training currently utilized by NAVSEA Public Shipyards. Full details regarding specific curriculum alignment, hardware/equipment provisions, instructor qualifications, and deliverables are specified in the attached Performance Work Statement (PWS).

II. Minimum Specifications and PWS

The Performance Work Statement (PWS) and the redacted Sole Source Justification are attached to this notice on SAM.gov.

III. Submission of Capability Statements

Interested firms who believe they can fully meet the Government's requirement as described in the attached PWS may submit a capability statement. Capability statements must demonstrate the vendor's ability to provide a curriculum identical to the Navy's standardized shipyard PAUT curriculum.

Capability statements are due by 17 Aug 2026 at 12 noon EST.

All submissions must be sent electronically to Michael S. Brodie, at michael.s.brodie7.civ@us.navy.mil and must include:

Official Company Name; Point of Contact (Name, Phone, and Email); Cage Code and Unique Entity ID (UEI); and Technical documentation demonstrating capability to meet the exact attached PWS specifications.

IV. Applicable Clauses and Provisions

Applicable clauses and provisions included in FAR 12.205, DFARS 212.301, and NMCARS 5212.3 are incorporated into this notice.
