All contractual documents related to this procurement are considered issued by the government when copies are deposited in the mail, transmitted by facsimile, or sent by other electronic methods such as email. The government's acceptance of the contractor’s proposal constitutes a bilateral agreement to issue contractual documents as detailed herein. 1. Scope 1.1 In case of conflict between sections "C" and "D" of the contract/purchase order, section "C" takes precedence. 2. Applicable Documents 2.1 Applicable documents include technical documents such as IRPOD, drawings, technical data, STRs, military specifications, and CID, obtainable at https://logistics.unnpp.gov/ecommerce. These become part of the solicitation or award unless changed by amendment or modification. This website requires a password and pre-registration. Requirements 3.1 NAVSUP WSS-MECH CODE N94 Additional Technical Documentation Order of precedence and effective issues of cited documentation dated July 2004: Amendments to the purchase order/contract Schedule of supplies Terms and conditions IRPOD or master procurement specification Invoked STRs Drawings referenced in IRPOD or specifications Specifications referenced in IRPOD, specifications, or drawings Effective issues of documents must be the latest revision, dated 1 November 1969 or later, unless approved otherwise. 3.2 Use of Document Revisions Contractors shall use entire revisions unless approved otherwise. Use of portions from different revisions is not permitted. 3.3 Vendor Waivers/Deviations on Critical Contracts Compliance with delivery dates and technical requirements is expected. Deviations should be identified in advance, with justification and technical data supporting the request. Requests are to be reviewed by the government quality assurance representative within five working days. 3.4 Exclusion of Mercury Mercury or mercury compounds shall not be added or come into contact with hardware or supplies under this contract. 4. Quality Assurance The requirements are located in IRPOD. The contractor shall maintain an inspection system acceptable to the government, with records kept complete and available during performance and beyond as specified. 5. Packaging When specified, packaging must meet standards such as MIL-STD-767, MIL-STD-2041, or MIL-PRF-23199, including the use of MIL-DTL-24466 green poly bags, heat-sealed envelopes, and cleanliness controls as defined. Use of fire-retardant packaging is no longer required. Packaging details are available on the schedule and through the contracting officer. 6. Notes 6.1 Nuclear reactor publications must be requested from the contracting officer if not available online. Requests for classified documents must specify the quotation number and be certified for "need-to-know". Commercial specifications can be obtained from publishers or societies. 6.2 All documents provided by the U.S. Navy must include a "Distribution Statement" indicating distribution limits, with codes from A to F as defined. 6.3 Abbreviations, symbols, and codes on DD Form 1423 are explained, including contract line item number, data category, parent system, request number, offeror's name, preparer's name, approval signatures, exhibit line item, data item description, section and paragraph, activity for approval, inspection and acceptance codes, approval codes, distribution statement, delivery frequency, submission dates, activity addresses, copies, additional info, pricing group, estimated price, and certification requirements.
