Description

Please note that this is a combined synopsis/solicitation for commercial services, prepared in accordance with the format FAR 12.6 as supplemented with additional information included in this notice.

The United States Consulate General in Guayaquil, Ecuador requires housing renovation services for one Government Owned house located in Via a la Costa, Guayaquil. The work required under this contract consists of providing all professional services, labor, materials, equipment, supplies to complete all the works needed for this project. The Contractor's proposal shall include a detailed cost breakdown of the recommended services to be performed.

Work shall be completed in forty-five (45) calendar days. The residence will not be occupied during the execution of this contract. Contractor shall coordinate with the Contracting Officer Representative (COR) for work phasing and job sequencing in each stage of this project in a sequential manner. Contractor has to submit a chronogram for review and approval prior to commencement of work.

The Contractor shall provide all project planning, renovation personnel, equipment, materials, tools, and supervision as needed to complete the services that meet the requirements. The Contractor shall be required to prepare and submit, before the related work commences, product specifications, drawings, project schedule in Gantt format, quality management plan, project safety plan, activity hazard analysis, hot work permit and work costs. All documents must be in English and Spanish, in PDF format and must be sent via email to the COR.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.

In order for a quotation to be considered, you must submit the following:

SAM REGISTRATION

Pursuant to FAR 4.1102, bidders are required to be registered in SAM (System for Award Management) at the time a quotation is submitted.

To register to SAM, please follow the instructions detailed in the following link: https://sam.gov/content/entity-registration. Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given.

INSURANCE

Vendor shall contract a civil liability policy of USD $50,000. • Besides, a DBA Insurance (Defense Base Act) will be required upon the work commencement. The DBA insurance may be obtained from any authorized DBA insurance broker, see Sub-Section I.12, FAR 52.228-3 WORKER'S COMPENSATION INSURANCE (DEFENSE BASE ACT) (APR 1984). New DBA insurances policies can be purchased directly from any DOL (Department of Labor) approved insurance carrier. The offeror may obtain DBA insurance directly from any Department of Labor approved providers at the DOL website at http://www.dol.gov/owcp/dlhwc/lscarrier.htm

PRE-PROPOSAL CONFERENCE AND SITE VISIT

The Consulate intends to conduct a pre-quotation conference and site visit on August 27, 2026, at 10H00, at the project site.

Offerors planning to attend the site visit must submit the complete names, company, ID or Passport No. and nationality, of their representatives to PenafielCD@state.gov no later than August 26, 2026, at 12H00, local time. This information must be provided to ensure access to the sites. No substitutes or additional persons may attend the site visit. Attendees are requested to carry copy of the Statement of Work and their Photo ID along with them. Attendance is limited to two persons per company.

Questions regarding the project must be made during the site visit.

Your quote must be submitted, by e-mail, to the Contracting Officer, Matthew Madden at GuayaquilContracting@state.gov before 14H00, local time, on September 11, 2026. Please keep in mind that two documents are requested, one with the technical proposal and one with the monetary proposal. No quotation will be accepted after this time.

Please be advised that all times specified in this letter are in Ecuadorian time.

Period of performance

The period of performance for the project shall be completed in 45 calendar days from the date of commencement.

The Consulate General residential pool is located in Vía a la Costa - Guayaquil, Ecuador

Payment Terms

Credit. After delivery, 30 days.
