Description

This is a SOLICITATION for commercial items prepared in accordance with the information in FAR 12.102(a), using Simplified Acquisition Procedures. This solicitation SHALL be posted on Sam.gov (https://sam.gov/) on or before 12 August 2026. The RFQ number is N0018926QL337. This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01 (effective 13 March 2026) and DFARS Publication Notice 20260507 (effective 07 May 2026). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is for a complete system package for the ADMET eXpert 4902 2.2kN Capacity Dual Column Electrodynamic Table Top Fatigue Testing System with MTESTQuattro Controller & Software in Support of the Mechanical and Nuclear Engineering Department at the United States Naval Academy in accordance with the Performance Work Statement (PWS) for which the Government intends to solicit and negotiate a Firm, Fixed Price contract with only one source, ADMET, INC., under the authority of FAR 12.102(a). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. The Small Business Office concurs with this determination.

This announcement will close at 11:00 AM EST on Friday, August 14, 2026.
