Description
1. DESCRIPTION OF REQUIREMENT
The U.S. Army Corps of Engineers, Sacramento District, intends to specify brand-name-only components manufactured by Kolpak as part of an upcoming firm-fixed-price construction solicitation.
Please note that the Government will not purchase these items directly. Instead, the resulting solicitation will require the successful construction prime contractor to procure and install the brand-name components specified below.
This notice is published in accordance with Revolutionary Federal Acquisition Regulations (FAR) Overhaul (RFO) 6.103-1(d), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement -Brand Name Items.”
2. SPECIFIED BRAND NAME ITEMS
The construction contractor will be required to supply and install the following proprietary brand-name Kolpak components to integrate with the existing cold storage unit:
Kolpak Drop-in Floor Panels: Custom-fabricated floor panels to fit the exact dimensions of the existing walk-in freezer (approximately 16.5 ft. x 20.5 ft. with an integrated interior door ramp leading to the exterior door) and the adjacent cooler (approximately 16.5 ft. x 11.8 ft.). Kolpak Door Sweep Gasket & Magnetic Door Gaskets (proprietary profiles). Kolpak Heater Wire: 2.5 Watt/FT frame heater wire (thermostatically regulated). Kolpak Door Bumpers: 2-inch low-profile safety bumpers. Kolpak Dial Digital-Thermometer: 2-inch face temperature indicator. Kolpak Exterior Kickplate: 36-inch high, 16-gauge stainless steel protective plate. Kolpak Exterior Door Plug and Frame: Custom stainless steel offset construction. Kolpak Door Threshold: Heavy-duty, 10-gauge stainless steel construction. Kolpak Air Shield: High-velocity air curtain (engineered specifically for Door 123A). Kolpak Interior Floor Ramp: Sloped panel designed to lock into the drop-in floor system. Kolpak Closure Panel & Door Jamb: 22-gauge, 304 stainless steel with built-in heater strip channels. Kolpak Trim Flat: 6 in. x 96 in., 22-gauge stainless steel wall-panel closure trim.
3. JUSTIFICATION FOR BRAND NAME ONLY
The existing walk-in freezer and cooler structures at the Chay Dining Facility are proprietary Kolpak assemblies. Alternative modular components utilize incompatible interlocking joints, locking-latch spacing, and panel profiles. The use of brand-name Kolpak components is technically required to:
Ensure a hermetic, moisture-tight seal at all structural panel intersections. Prevent thermal bridging, localized cooling loss, condensation, and mold growth. Preserve the mechanical and thermal warranties of the existing modular structures. Fit the pre-existing 36 in. x 84 in. Kolpak doors which are scheduled to be salvaged and reused during the renovation.
4. SUBMISSION OF CAPABILITY STATEMENTS
This is not a request for competitive prime construction proposals, and no separate solicitation is available for these brand-name items.
However, in accordance with RFO 6.103-1(d), the Government invites potential vendors who manufacture alternative products capable of locking directly into the existing Kolpak modular cam-lock panel profile without field modification, or who are authorized distributors of the specified Kolpak components, to submit a capability statement.
Responses must be submitted via email to Antonina Beal at Antonina.Beal@usace.army.mil no later than 26 August 2026 at 10:00 AM Pacific Time.

Submissions must include:
1. Company name, address, SAM.gov Unique Entity ID (UEI), CAGE code, and country of product manufacture.
2. Fully detailed technical specification sheets for the proposed alternative items.
3. A detailed technical narrative addressing how your proposed alternative product meets all salient integration features listed above without requiring the complete replacement of the existing structural cold storage unit.
A determination by the Government not to compete this brand-name requirement based on responses to this notice is solely within the discretion of the Government.
