This solicitation is for commercial supplies prepared in accordance with the format in the Revolutionary RFO 12.201-1 - Simplified Acquisition Procedures, and additional information is included in this notice. This announcement constitutes the only solicitation; quotes are being requested.

Solicitation W9127N26QA140 is for purchase of two (2) Stationary Scissor Lifts to replace existing failing scissor lifts currently in use on the bridge crane located in Powerhouse II at Bonneville Lock and Dam.

The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2026-01, effective 13 MAR 2026.

This solicitation is advertised as a 100% small business set aside, under NAICS Code: 333924 - Industrial Truck, Tractor, Trailer, and Stacker Machinery Manufacturing, with a size standard of 900 employees. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award.

Delivery Information:

Supplies shall be delivered to Bonneville Lock and Dam, Interstate 84 Exit 40, NE Bonneville Way, Cascade Locks, OR 97014. Delivery hours are 0700-1600 MON-THU and deliveries are required during these hours and days, excluding Federal Holidays. The Government shall not be responsible for the cost of shipping.

Submittal Instructions

Quotes shall be submitted to John Scukanec at john.r.scukanec@usace.army.mil and include the following:

1) Solicitation Number

2) Date of Submittal

3) Acknowledgement of any Amendments

4) Pricing for all CLINs. Refer to the "Purchase Description" in the attachment section which includes a table layout of all CLINs.

5) Contractor Name, UEI Number, Cage Code

6) Submittal of no more than three (3) examples of performance history regarding custom scissor lift procurement / manufacturing, or supplies/services of a similar nature.

7) Self-certification that the offeror qualifies as a small business concern under NAICS code 333924, if not already listed under the offerors 52.219-1 section on SAM.gov.

8) Offeror will submit acknowledgment and compliance with section 1.4 of the Statement of Work, titled “Supplier Requirements”.

** Additional mandatory instructions that the offeror must comply with can be found in FAR clauses 52.212-1 and 52.212-2, which are included in the solicitation as well as in the attachment section.

FOB destination must be included in the offered price. Firm Fixed Price.
