Notice Of Intent To Award Sole Source 

This Is Not A Request For Competitive Quotes

The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 16 (NCO‑16), hereby provides notice of its intent to negotiate and award a sole‑source, Firm‑Fixed‑Price, one‑time purchase and one‑time delivery contract to Sound & Communications, 105 Metroplex Blvd., Pearl, MS 39208. This action is taken in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 12.102(a), Restricting Competition, as only one responsible source is capable of meeting the Government’s requirements.

This procurement is for the Audio/Visual (AV) System upgrade for Montgomery Hall and the Directors Conference Room 1200‑C at the G.V. (Sonny) Montgomery VA Medical Center located at 1500 E. Woodrow Wilson Ave., Jackson, MS 39216. The applicable NAICS code is 238210 – Electrical Contractors and Other Wiring Installation Contractors, with a Small Business Administration size standard of $19.0M. The Product Service Code is L059 – Technical Representative, Electrical and Electronic Equipment Components.

Rationale for Sole Source:

Sound & Communications is the original designer and integrator of the AV systems currently installed in Montgomery Hall and Conference Room 1200‑C. The vendor maintains exclusive familiarity with and access to:

• Proprietary DSP programming files

• Custom routing configurations

• Microphone tuning profiles

• Equipment rack sequencing

• Integration‑specific system architecture

These elements are not publicly available and cannot be reconstructed by another vendor without substantial reverse engineering, redevelopment, and risk. The system utilizes Biamp DSPs, beam‑tracking microphones, PTZOptics cameras, and Absen LED wall components, all of which require specialized programming expertise and intimate knowledge of the existing configuration.

Attempting to introduce another vendor would pose significant technical risk, including potential system failure, extended downtime, and disruption of critical Veteran‑support functions and executive communications. Only Sound & Communications can perform incremental upgrades without rebuilding the entire AV infrastructure, ensuring full compatibility and continuity of operations.

This notice is issued for information and planning purposes only and does not constitute a solicitation or a request for competitive proposals. However, firms that believe they can meet the Government’s requirement may submit a written statement of interest within five (5) calendar days from the publication of this notice.

Responses must be emailed to Contract Specialist Gary Frank at Gary.Frank@va.gov. Telephone inquiries will not be accepted.

Any responding vendor must provide valid OEM authorization, on manufacturer letterhead, demonstrating the capability to install, modify, and maintain the existing DSP programming files and associated configurations. Failure to provide proof of authorization will result in the vendor being deemed incapable of meeting the requirement.

Interested parties must also identify proprietary data with appropriate markings and include their business size classification (large, small, small‑disadvantaged, 8(a), woman‑owned, etc.) and indicate whether the company is U.S. or foreign‑owned.

The Government will not reimburse costs incurred in response to this notice. This announcement should not be construed as a commitment to issue a solicitation or make an award. If no responses are received by Monday, August 17, 2026, at 4:00 PM CST, the Government will proceed with a sole‑source award to Sound & Communications without further notice.
