NOAA is seeking a firm fixed price contract for an online music and sound effects library to support the NOAA Video Group and related divisions. - Government Buyer: - National Oceanic and Atmospheric Administration (NOAA) - National Ocean Service (NOS), Communications and Education Division - EAD-SAP office, Norfolk, VA - Products/Services Requested: - Online music and sound effects library with unlimited downloads and use - Access for up to 20 named NOAA Video Group users with @noaa.gov email addresses - Rights for non-broadcast, broadcast, digital/online/streaming/social (organic non-paid), productions for sale, and festival/limited theatrical release - Secure website access required - Monthly reporting on music title downloads and usage - License fee schedule for the NOAA Video Group for base year and two option years - Quantities: - 20 user licenses for the music and sound effects library - 1 license fee schedule per year (base year plus two option years) - Unique/Notable Requirements: - Unlimited downloads and use for all licensed users - Rights must cover a wide range of production and distribution scenarios - Secure online access and monthly usage reporting are mandatory - Set aside 100% for small businesses under NAICS code 512230 - Award based on lowest evaluated price meeting acceptability standards and past performance - No specific OEMs or brands are named in the solicitation or attachments.

Description

The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Music Library Licenses for the Communication and Education Division in Silver Spring, MD. The Government intends to make an award to the responsive responsible quoter providing the best value in accordance with FAR 12.203(c)(2). 

DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
