This opportunity is for carpet replacement and installation services at the AFNORTH building, Tyndall Air Force Base, Florida, managed by the U.S. Air Force. - Government Buyer: - U.S. Air Force, 1 Air Force, Tyndall Air Force Base - Air Force Installation Contracting Center (AFICC), 771st Enterprise Sourcing Squadron - OEMs (Tier I Carpet Manufacturers): - Mohawk - Engineered Floors - Interface Americas - Mannington - Tarkett - Milliken - Bentley Mills - Products/Services Requested: - Removal and disposal of existing flooring - Surface and subfloor preparation (including cleaning and minor patching) - Installation of new modular carpet tiles (approx. 4,200 sq. ft.) - Supply of carpet tiles, adhesives, and related materials from approved Tier I manufacturers - Post-installation cleanup and furniture handling - One-year workmanship warranty - Notable Requirements: - All carpet materials must be sourced from one of the seven specified Tier I OEMs under the Air Force Carpet II Program - No contractor mark-up or profit allowed on material costs from Tier I contracts - Installation must be performed by manufacturer-approved installers - Strict compliance with Air Force standards, safety, and environmental regulations - Work must be completed within 90 days of contract award - Proposals must use the mandatory CLIN structure

Description

The contractor shall accomplish the complete removal and disposal of existing flooring, prep all surfaces, and install new flooring in designated offices of the AFNORTH building located on Tyndall Air Force Base, FL, in accordance with the attached Statement of Work (SOW). The successful offeror must complete all work within 90 calendar days from the date of contract award.

Effective 18 January 2023, all carpet procurement and installation services at Air Force CONUS installations must comply with the Mandatory Air Force Carpet II Program.

Contractors (Tier II) must contact one of the seven (7) awarded Tier I Carpet Manufacturers to obtain material quotes using the Air Force Carpet Program Ordering Guide. This program strictly governs modular carpet tiles, roll goods, walk-off tiles, and approved adhesives. The physical installation will be managed and executed by local contractors. Contractor mark-ups or profit are not allowable on the actual material costs purchased via the Tier I contracts; therefore, the proposal submission must break down costs utilizing the mandatory CLIN structure outlined in the solicitation package.

A site visit is scheduled for 19 August 2026 at 10:00 AM CST at the AFNORTH building. While attendance is not mandatory, it is highly recommended.

For Personnel WITHOUT Base Access: Please arrive at the Tyndall Air Force Base Visitor’s Center no later than 09:30 AM CST on the day of the site visit. Please email candace.robinson.1@us.af.mil and shawna.morris.2@us.af.mil the completed Attachment 9 Base Access Request EAL form no later than 18 August 2026 at 12:00 PM CST to ensure accurate accounting of personnel. For Personnel WITH Base Access: Please meet no later than 09:45 AM CST at the gazebo located on the north side of the AFNORTH building.

Questions received after this cutoff will not be answered. All questions and answers will be consolidated and publicly posted to SAM.gov. Quotes Due: Final proposal packages must be submitted to candace.robinson.1@us.af.mil and shawna.morris.2@us.af.mil by 7 September 2026 no later than 09:00 AM CST.
