The Department of Veterans Affairs (VA) is expanding its Electronic Health Record Modernization (EHRM) program through a major contract modification: - Government Buyer: - Department of Veterans Affairs (VA) - Technology Acquisition Center (TAC), Office of Procurement, Acquisition, and Logistics - OEMs and Vendors: - Oracle Health Government Services, Inc. (formerly Cerner Government Services, Inc.) - Products/Services Requested: - Enterprise-wide Electronic Health Record (EHR) system based on Cerner Millennium (MHS GENESIS) - Program management, project management, and strategy/planning services - EHR system software licenses (Millennium Enterprise License, HealtheIntent License, Transactional Services) - Hardware, hosting, managed services, disaster recovery, and business continuity - Data migration, data management, and legacy system hosting - Training (instructor-led, virtual, computer-based, and continuing education) - Change management, workflow development, and site deployment support - Testing, evaluation, and software assurance - Sustainment, operations and maintenance, help desk, and upgrade services - Innovation, enhancements, and integration with VA/DoD/community systems - Business intelligence, analytics, and reporting - Transition support for revenue cycle and data - Unique or Notable Requirements: - Sole-source contract with Oracle Health Government Services, Inc. - Expansion of contract ceiling and addition of three one-year optional ordering periods (totaling up to 13 years) - Emphasis on interoperability with Department of Defense (DoD) and community providers - Full enterprise deployment and sustainment across all VA Medical Centers and related facilities - Compliance with federal security, privacy, and data standards - Support for innovation, open collaboration, and continuous improvement - Extensive integration, data migration from legacy VistA system, and support for future enhancements

US Department of Veterans Affairs Electronic Health Record Modernization Indefinite-Delivery/Indefinite-Quantity Contract 36C10B18D5000 Modification P00008 - Addition of Optional Ordering Periods and Ceiling Increase

This Combined Synopsis/Pre-Solicitation notification is associated with Request for Information/Sources Sought notification, 36C10B26R0015_1.

The Department of Veterans Affairs (VA), Office of Procurement, Acquisition, and Logistics, Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to solicit and execute a contract modification to expand the scope of the VA Electronic Health Record Modernization (EHRM) Indefinite Delivery, Indefinite Quantity (IDIQ) contract number 36C10B18D5000, supporting the enterprise wide deployment of the VA Electronic Health Record (EHR). Specifically, this modification will increase the overall contract ceiling and extend the Period of Performance. This action is necessary to continue EHRM deployment activities and associated support services until all VA Medical Centers (VAMCs) and related facilities have fully transitioned to the EHR system. The intended sole source for this firm fixed price modification is Oracle Health Government Services, Inc., located at 8779 Hillcrest Rd., Kansas City, MO 64138. A justification permitting other than full and open competition has been approved. The statutory authority for limiting competition is 41 U.S.C. 3304(a)(1), as implemented by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The North American Industrial Classification for this effort is 541512. The anticipated award date of on or about August 17, 2026.

This notification shall close on August 14, 2026 at 13:00 EST.
