THIS IS A PRE-SOLICITATION ONLY. This is not a request for invitation for bid (IFB). This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government does not intend to pay for information solicited. The Department of Veterans Affairs (VA), NCO 2 Northport, VA Medical Center, is seeking highly qualified construction firms to: perform mill, fill, striping, pre-cast bumpers, concrete, sidewalk, ramps, and curb work for a few areas at the Northport Veterans Affairs Medical Center, 79 Middleville Road, Northport, NY 11768-2200 in accordance with manufacturer equipment drawings & specifications and VA specifications. The Northport VA Medical Center will mill and fill the following:

First Area: Parking Lot D (31,868 ft2), and the Sidewalk (5,157 ft2) and curb (2,000 l.f.) adjacent to Building 12. ADD ALTERNATE: Relocate light poles (8) Second Area: The area in front of the hospital at medical circle (12,800 ft2) of roadway and the north sidewalk (4,700 ft2) and curb (670 l.f.).
Third area: The road leading to the chapel (13,125 ft2) and the parking lot (8,400 ft2) in front of the police station. The road will be milled and filled and the easterly curb (670 l.f.) replaced. The police parking lot curb will be replaced (222 l.f.) ADD ALTERNATE: widen road and replace sidewalk. Fourth area: Back roadway (32,750 ft2) and the road between buildings 17, 18, and 37 (25,000 ft2) ADD ALTERNATE: Fifth area: Front entrance apron (2,500 ft2) needs to be milled and filled along with a small section of flagging (150 ft2) and curb where a drainage structure is damaged. The parking lot (7,200 ft2) at the front entrance needs mill and fill and curbing (272 l.f.) replaced and striping.
ADD ALTERNATE: Sixth area: is the road (8,250 ft2) annexing to the back gate next to the day care center and its accompanying parking (14,300 ft2). Mill and fill this road and repair the parking lot.: 8 dumpster slab with #5 @ 12 o.c. rebar and 5000 psi concrete. Work is to include all labor and material for the removal of the top 3 layer of the asphalt road, trucking and disposal, and installation of 3 asphalt per the specifications. In addition, the striping of the roads, including the striping of the cross sections of roads/parking lot striping, in-kind striping to what is existing. Work is also to include sealing of all edges and seams of the asphalt at the end of work. All road and traffic signs are to be replaced in kind. Work is to be performed in phases. Each phase must be completed prior to moving onto another phase. The estimated Construction Cost Range for this effort is the range prescribed in VAAR 836.204, is between $1,000,000.00 and $2,000,000.00. The purpose of this pre-selection is to gain knowledge of potential qualified sources and their size classification. Responses to this pre-selection will be used by the Government to make appropriate acquisition decisions. This solicitation will be issued under the Small Business competitiveness demonstration program. The applicable NAICS Code is 236220 with a small business size standard of $45.0 Million and MUST have knowledgeable experience. The firm will be responsible for providing all management, supervision, labor, materials, supplies and equipment, and shall plan, schedule, and coordinate as per requirements of all governing agencies.
