The U.S. Army Corps of Engineers, New Orleans District, intends to issue an Invitation for Bids (IFB) for cutterhead dredging within the Atchafalaya Basin, Gulf Intracoastal Waterway (GIWW), and other areas within the New Orleans District.
This procurement will be conducted using full and open competition. The HUBZone price evaluation preference will apply in accordance with FAR 19.1307. This procurement is not set aside for small business.
The North American Industry Classification System (NAICS) code for this procurement is 237990, Other Heavy and Civil Engineering Construction. The applicable Product Service Code (PSC) is Y1KF, Construction of Dredging Facilities.
The magnitude of construction is between $10,000,000 and $25,000,000.
The work consists of furnishing one fully crewed and equipped hydraulic pipeline cutterhead dredge for the removal and satisfactory disposal of shoal material within any combination of the following dredging regions: Berwick Bay Harbor, Stouts Pass, Berwick Lock Forebay, Tidewater Point, Morgan City Docks East, 20 Grand Point, the Gulf Intracoastal Waterway in the vicinity of Mile 99, Wax Lake Outlet, the Gulf Intracoastal Waterway in the vicinity of Bayou Shaffer, Port Allen Lock Forebay, Three Rivers, Baton Rouge Harbor (Devil’s Swamp), Old River Lock Forebay, and Old River Lock Tailbay. Work may also be required in other areas within the U.S. Army Corps of Engineers, New Orleans District.
There will be no separate drawings issued with this solicitation.
The solicitation will be issued as an Invitation for Bids. The resulting contract will be Firm-Fixed-Price.The solicitation is anticipated to be issued on or about 26 August 2026. The bid opening date will be identified in the solicitation or established by amendment after verification of project condition surveys and availability of funds.
When posted, the solicitation will be available free of charge by electronic posting only through the System for Award Management website at https://sam.gov. Paper copies of the solicitation will not be issued. Amendments, if any, will also be posted to SAM.gov. Interested contractors are responsible for monitoring SAM.gov for the solicitation, amendments, and other information regarding this procurement.
Bidders must have an active registration in the System for Award Management at https://sam.gov at the time of bid submission and at the time of award to be eligible for award.
