The Bureau of Democracy, Human Rights and Labor (DRL) is soliciting a program to pair civil society-led early warning networks with strengthened government rapid response capacity across Nigeria's Middle Belt. The program involves deploying community monitors, establishing secure communications between at-risk communities and security forces, and building joint coordination centers linking federal, state, and local responders to real-time threat data. The goal is to detect threats before they become attacks, accelerate security force deployment, and reduce casualties and attack severity, addressing the protection gap and accountability deficit that have allowed violence to persist.
