U.S. Embassy Dakar Solicitation for Dedicated Leased Line Internet Services

This opportunity involves the U.S. Embassy Dakar's procurement of consolidated leased line services to support embassy operations in Senegal. - Government Buyer: - U.S. Department of State, U.S. Embassy Dakar, GSO / Procurement Office (Contracting Officer: Kim Sanoussy) - Products/Services Requested: - Four dedicated internet leased lines with the following specifications: - 120 Mbps for the main embassy circuit (minimum 32 public internet routable addresses) - 100 Mbps for the State WiFi network (minimum 16 public internet routable addresses) - 25 Mbps for DHS/ICE (minimum 16 public internet routable addresses) - 6 Mbps for DCR (ALMADIES) remote location (minimum 6 public internet routable addresses) - Each line is required for 12 months (one year) - Unique or Notable Requirements: - ISP must provide public internet routable IP addresses for each circuit - Strict performance standards: 99.9% availability, low packet loss - Services must be provided 24/7 throughout the contract period - Contract includes an option to extend for an additional six months - All technical specifications and installation requirements are detailed in the attached scope of work - No specific OEMs or vendors are named; the procurement is open to qualified ISPs capable of meeting the requirements

Description

Enclosed is a Request for Quotations (RFQ) for Consolidated leased line Services.  If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer.  We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

No site visit will be held and that all technical specifications and installation requirements are contained in the scope of work.

Quotations are due by August 17, 2026, at 12:00 noon local time.

No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at time of proposal submission may deem the offeror’s proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
