This voluntary survey targets credentialed U.S. merchant mariners to estimate the number available and willing to serve during national emergencies. The survey has expanded in scope, increasing respondents from 690 to 5,162 and burden hours from 247 to 1,721. Minor clarifications were made to survey questions, and the Cognitive Interview instrument was removed.
