The U.S. Marshals Service (USMS) Asset Forfeiture Program is seeking nationwide contractor support for comprehensive real property services related to seized and forfeited assets. - Government Buyer: - Department of Justice (DOJ), United States Marshals Service (USMS), Asset Forfeiture Program - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named in the solicitation - Services Requested: - Pre-seizure analysis (title assessment, appraisal, legal review, due process notifications, net equity analysis) - Property stabilization (inspection, security, re-keying, lockboxes, utility management, trash removal, winterization, pool/grounds maintenance) - Title clearance coordination (ordering/reviewing title commitments, clearing issues, delivering final title) - Property condition assessment (detailed reports with photos, inventory, tax/zoning/environmental info, maintenance recommendations) - Lead-based paint and environmental hazard testing (abatement, risk assessment, lab testing for hazards) - Property management and maintenance (landscaping, repairs, janitorial, pest control, evictions, capital improvements, security) - Operation of commercial businesses with real property nexus (business plan updates, financial/accounting setup) - Tenant recruitment and rental management (leasing, rent collection, evictions, financial reporting) - Real property disposition (sales, donation, transfer, marketing, closing) - Automated systems and reporting (cloud-based asset management and accounting systems) - Risk management and quality control (risk/quality plans, disaster recovery, continuity of operations) - Training (contract-specific, ethics, security, quality assurance) - Transition/phase-in and phase-out services (transition planning, joint inventories, staff training) - Miscellaneous legal expenses (related to forfeiture proceedings) - Notable Requirements: - Contractor must provide a secure, cloud-based asset management information system (AMIS) - Services must be available nationwide, including all U.S. states, territories, and select OCONUS locations - Strict quality, security, and reporting standards apply

Description

The United States Marshals Service (USMS) Asset Forfeiture Division (AFD) is conducting market research to determine the availability and capability of qualified organizations to perform the requirements specified in the attached Request for Information (RFI) and draft Statement of Work (SOW). This RFI is issued strictly for information and planning purposes in accordance with FAR 52.215-3 (Request for Information or Solicitation for Planning Purposes).
