The City of Bismarck Public Works Utility Operations is seeking cost proposals for biosolids dewatering emulsion polymer for use at its Wastewater Treatment Facility. - Government Buyer: - City of Bismarck, Public Works Utility Operations, Wastewater Treatment Plant - OEMs and Vendors: - Solenis (OEM referenced for performance standard: K274FLX polymer) - Equivalent or superior products from other manufacturers are encouraged - Products/Services Requested: - Dewatering emulsion polymer for biosolids processing - Must meet or exceed the performance of Solenis K274FLX - Estimated annual usage: ~8,000 gallons - Delivered in 275-gallon totes; typical order: 10–14 totes - Delivery required within 10 business days of purchase order - No minimum purchase quantity guaranteed - Technical assistance and operator training - Up to 8 hours of training with initial delivery - Follow-up testing and 48-hour response to service requests - Unique/Notable Requirements: - Full-scale polymer performance testing at the facility is required prior to bid submission - Evaluation based on lowest polymer cost per dry ton of biosolids, highest solids capture, highest cake solids, and lowest filtrate solids - Vendors must provide Safety Data Sheet (SDS), Technical Data Sheet (TDS), documentation of product approval and performance, and evidence of delivery capability - The City reserves the right to test other products and may make multiple awards - Contract includes options for two additional one-year extensions

Description

The City of Bismarck is soliciting cost proposals from qualified vendors for dewatering polymer to be used with the City's solid waste processing equipment at the Wastewater Treatment Facility. The polymer must meet or exceed the performance of Solenis K274FLX and be economically favorable based on cost per dry ton of biosolids produced. Vendors are required to comply with all trial, testing, and specifications and submit detailed bid sheets, safety and technical data sheets, approval documentation, delivery capability, and training/support information. Bids must be submitted on forms provided by the City and will be publicly opened and reviewed.
