This opportunity is for the design-build construction of a sustainable water supply and storage system for Bazum Village, Armenia, led by the U.S. Army Corps of Engineers Europe District. - Government Buyer: - U.S. Army Corps of Engineers, Europe District (ENDIST EUROPE), W2SD FEST NAU1 Europe Contracting Division - Project Scope: - Design and construction of two 100,000-liter potable water storage tanks - Construction of a chlorination system meeting host nation potable water standards - Water collection system sourced from either a river (stilling basin) or a drilled groundwater well (approx. 150 meters deep), with the final source determined by a hydraulic study - Pump station with enclosure, electric heating, and control systems - Electrical and communications systems, including main/sub-distribution panels, LED lighting, telecommunications enclosure (CAT 6/fiber), and cellular wireless for remote monitoring - Security systems: intrusion detection (IDS) and CCTV for remote monitoring - Site improvements: galvanized fencing, steel bollards, aggregate roads, concrete slabs, and landscaping - Associated buildings and enclosures for treatment and pumping equipment - Services and Studies: - Hydraulic, hydrologic, and groundwater studies to determine optimal water source - Geotechnical investigation and reporting - Independent structural proofing by a licensed host nation engineer, including proofing reports, calculations, and stamped drawings - On-site training for operation and maintenance personnel - Notable Requirements: - All structural proofing must comply with host nation building codes and permitting - Security and remote monitoring are integral to the system design - The project is firm fixed price, with an estimated value between $350,000 and $850,000 USD - No specific OEMs or part numbers are named; open to full and open competition - Quantities: - 2 water storage tanks (100,000 liters each) - 1 chlorination system - 1 pump station - 1 well (option, 150 meters drilled) - 1 river intake system (option) - 1 telecommunications enclosure - 1 set of fencing and site improvements

Description

The Request for Proposal (RFP) provides parameters for a design-build project to construct a sustainable water supply and storage system for the Bazum community in northern Armenia. General project scope includes the construction of water tanks, chlorination system, a water collection system via either well or surface water, and associated buildings as prescribed in the statement of work documents. Note, the government intends to execute one of two options for sourcing water for the water supply system. The government will determine whether the water will be obtained from the river (Option 1) or from a groundwater well (Option 2) after the completion of a hydraulic study of the watershed to determine feasibility of either option. The hydraulic study is included as part of this DB construction project requirement.  The Government intends to award one firm fixed price (FFP), design-build (DB) construction contract using full and open competition. The Government will award the contract in US Dollars. The estimated magnitude of this project is between $350,000 and $800,000 USD.  A site visit will take place at 1100 local time, 18 August 2026.
