This opportunity involves the U.S. Embassy Bogota, under the Department of State's Bureau of Overseas Buildings Operations (OBO), seeking comprehensive architectural and engineering design services for the modernization of its kitchen, cafeteria, and dining facilities within the Embassy compound in Colombia. - Government Buyer: - U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), U.S. Embassy Bogota, GSO-Procurement & Contracting Unit - OEMs and Vendors: - No specific OEMs or vendors are named; however, fire suppression systems must be Ansul or equivalent, and all equipment must comply with U.S. and Colombian codes - Products/Services Requested: - Professional engineering design services covering eight disciplines: architecture, food service design, mechanical/HVAC, plumbing, electrical, fire protection, structural, and sustainability/environmental consulting - Key deliverables include: - Site assessment and space planning - Upgraded cold storage units - Kitchen exhaust and fire suppression systems (NFPA 96, Ansul or equivalent) - Regrouting and anti-slip strip installation - ADA and life safety code compliance - Construction documents: site plan, demolition plans, architectural/engineering floor plans, elevations, specifications, and cost estimate - Energy efficiency and waste management consulting - Unique/Notable Requirements: - All designs must comply with both U.S. and Colombian building, fire, and health codes - The scope covers full design documentation and coordination across all disciplines, with milestone-based deliverables and a firm fixed price contract - The design must address operational constraints, mission requirements, and may be expanded as needed to fully convey design intent - Fire suppression systems must be Ansul or equivalent, and seismic compliance per NSR-10 is required

Description

The purpose of this project is to procure comprehensive professional engineering services to conduct a professional design service for the modernization of the kitchen, cafeteria, and dining facilities located within the U.S. Embassy Compound in Bogotá, Colombia.

The project encompasses a comprehensive site assessment of existing infrastructure, followed by the development of a complete final design package for the facility's renovation. At minimum, the selected design team shall produce: (1) Site Plan; (2) Demolition Plans (if applicable); (3) Floor Plans (architectural, structural, mechanical, electrical, plumbing, and security features, existing vs. new work); (4) Spaces and Dimensions (1:100 metric scale); (5) Elevations; (6) Specifications; and (7) Construction Cost Estimate. These represent the minimum required deliverables; the A/E shall expand the level of detail, number of drawings, or scope of documentation within each category as necessary to fully and unambiguously convey the design intent across all eight design disciplines. Any such expansion is included within the Firm Fixed Price of this contract and shall not result in additional compensation or schedule relief to the Contractor.

The Government intends to award a Contract resulting from this solicitation to the lowest priced technically acceptable list of prices. The Government may award the contract based on the initial offer without discussion.

Offerors are encouraged to register in the System for Award Management (SAM) at https://www.sam.gov prior to submitting their quotations/proposals. Registration in SAM is not required at the time of proposal submission.
