Description
NASA AFRC has a requirement for a modern, safe, modular servo-hydraulic load‑control system to support structural ground testing of aerospace components, wings, and full-scale assemblies. The Flight Loads Laboratory (FLL) conducts complex load tests of unique test article and flight vehicles that place high value on precise control, test article protection, and safe emergency handling. To meet these needs, AFRC is procuring a 32-channel closed-loop load control system integrated with an independent Controlled Load Abort System (CLAS) using Controlled Load Abort Manifolds (CLAMs).
NASA AFRC intends to issue a sole source contract to acquire the 32-channel closed-loop load control system integrated with an independent CLAS using CLAMS from Moog Inc. The FLL is replacing an older load control system from Moog. No other vendor offers a system that is software compatible with the legacy Moog platform. FLL has a time sensitive, high priority project within the next two years that requires Moog’s controlled load abort capability. Using a non-Moog system would cause schedule risk and potentially compromise test safety. In accordance with FAR 6.302-1, Moog is the only source capable of meeting FLL’s needs.
The Government intends to acquire a commercial product or service using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Nikki Terranova, nikki.terranova@nasa.gov and Jamill Richter, jamill.m.richter@nasa.gov not later than 12:00pm PT on August 24, 2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A decision by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at : https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf
