Owner’s Advisor Services for METC Recapitalization at JBSA Fort Sam Houston

• The Department of the Air Force, through the 772nd Enterprise Sourcing Squadron (772 ESS) and Air Force Civil Engineer Center (AFCEC), is soliciting for an Owner’s Advisor (OA) to support the Medical Enlisted Training Campus (METC) Recapitalization at Joint Base San Antonio Fort Sam Houston, Texas.
• The OA will provide comprehensive program management, technical, and strategic advisory services throughout planning, design, and construction phases of a $1B+ mega-project, including five large dormitories, a central utility plant, and campus-wide infrastructure.
• Services include oversight of design and pre-construction, on-site construction management, advanced delivery integration, and lifecycle advisory, with a focus on industrialized construction and accelerated timelines.
• The OA must operate in or near San Antonio, Texas, and will help develop a repeatable model and the Department of the Air Force Owner’s Advisor Playbook for future projects, following the Design-Build Institute of America (DBIA) 'Design-Build Done Right' framework.
• The contract is segmented into three milestones: Pre-Construction & Early Design (20-30 days), Design & Construction (Dec 15, 2026 – July 1, 2029), and Commissioning & Closeout (July 2, 2029 – Dec 31, 2029), with a one-year warranty and transition period after construction.
• No specific OEMs, vendors, or products are named; the opportunity is for professional services, not equipment procurement.

Description

This Area of Interest (AOI) is published under the Modernized Agile Construction Horizons (MACH1) Umbrella Program Notice FA8903-OT-MACH1. All submissions must adhere to the procedures and guidelines outlined in the parent MACH1 framework document unless otherwise tailored herein. Any resulting agreement will be an Other Transaction Agreement (OTA) executed under the statutory authority of 10 U.S.C. § 2808a.

The 772nd Enterprise Sourcing Squadron (772 ESS), in coordination with the Air Force Civil Engineer Center (AFCEC), seeks an innovative, highly capable, and deeply experienced partner to serve as the Owner’s Advisor (OA) for programmatic management during the planning, design, and construction of the Medical Enlisted Training Campus (METC) Campus Recapitalization project at JBSA Fort Sam Houston, Texas.

The Government requires an OA operating at or in the immediate vicinity of San Antonio, Texas, to provide the technical depth, programmatic rigor, and strategic insight required to deliver a massive, modern medical training campus on an active military installation.

Purpose-built for collaborative delivery methodologies (Design-Build Institute of America [DBIA] Design-Build Done Right framework). Robust enough to manage a MEGA-scale project ($1B+ value) with highly complex utility, dormitory, and industrialized construction requirements. Flexible and structured to serve as a repeatable, scalable model and to draft the DAF Owner's Advisor Playbook for future installations.
