Description

NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, Office of Acquisition Management, Irving, TX, hereby provides notice of its intent to solicit and award a sole source interim contract to LexisNexis Risk Solutions Inc. LexisNexis Risk Solutions Inc.’s Unique Entity ID is UJJ2MWZC6SJ9.

This action is being pursued under the authority of 41 U.S.C. § 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The Department of Homeland Security, Homeland Security Investigations (HSI), requires continued access to LexID and Accurint Virtual Crime Center to support investigative, screening, vetting, lead development, criminal analysis, intelligence operations, and tactical planning requirements. These proprietary LexisNexis Risk Solutions capabilities provide integrated data, analytics, visualization, identity-linking, and relationship-mapping functions that cannot be obtained from another source within the required timeframe. The anticipated period of performance includes a seven-month base period and five one-month option periods. The estimated total contract value is $6.7 million.

The Government intends to award this requirement using the procedures of RFO 12.102 (b) restricting competition.

This notice of intent is not a request for proposals and is for informational purposes only. No solicitation document is available. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Interested parties may submit a written capability statement demonstrating their ability to meet the Government’s requirements. Responses must include sufficient information to establish the respondent’s capability to provide the required services. The Government will not reimburse respondents for any costs associated with submissions.
