The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division is seeking small business quotations for the replacement of a damaged condenser coil on Chiller 1 at the Beltsville Irrigation and Insect Research Unit (BIIRU) in Newark, Delaware. - Government Buyer: - U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division (APD), Beltsville Irrigation and Insect Research Unit (BIIRU) - OEMs and Vendors: - York (OEM for the air-cooled chiller and condenser coil) - Products/Services Requested: - Replacement of circuit two condenser coil on Chiller 1 (York Air-Cooled Chiller with scroll compressors, R410A refrigerant) - 1 OEM-specification York condenser coil - Filter drier cores (brand-new, high-capacity, for liquid line) - Virgin R410A refrigerant for charging Circuit 2 - Full-service replacement including: - Lockout/tagout, refrigerant recovery, coil demolition/removal, installation of new OEM York condenser coil, filter drier replacement, nitrogen pressure testing, system evacuation, vacuum hold testing, refrigerant charging, and operational verification - Unique/Notable Requirements: - All work must comply with EPA, OSHA, and local codes - Deliverables include safety logs, refrigerant recovery documentation, vacuum test results, and operational performance logs - Completion required by the specified deadline - Site visit required prior to quote submission - Award based on Lowest Price Technically Acceptable (LPTA) criteria - Total small business set-aside under NAICS 238220

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1232SA26Q1195 is issued as a Request for Quotation (RFQ) for Chiller Coil Replacement.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220  The small business size standard is $19M. This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency. 

See “Attachment 1 – SF-1449” for applicable clauses, instructions, and evaluation criteria. 

In order to be considered for award QUOTERS SHALL SUBMIT ALL OF THE FOLLOWING:

Submit Firm Fixed Price quotation (quote on company letterhead) detailing the service, total price, and valid for at least 60 days after receipt of quote. Submit attached SF-1449 with blocks 17a, 30a, 30b, 30c, and individual Contract Line Items priced in full. Submit Sam.gov Unique Entity ID (UEI) with quotation.  Past Performance References- Please see Attachment 3- Past Performance document for what is required. Submit Capability Statement and technical documentation showing technical capability to meet or exceed ALL Performance Elements in the Statement of Work.

REJECTION OF QUOTATION: Failure to demonstrate compliance or to submit ALL items requested in solicitation will be cause to reject the quote without further discussions.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in the Government's best interest.
