Description
(i) This is a combined synopsis/solicitation for commercial services or commercial products prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a request for proposal (RFP). Request for Proposal will be submitted through email on RFP reference no. 36C24226R0097.
(iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01 (eff. 03/13/2026).
(iv) This procurement is being issued as a SDVOSB set-aside solicitation. The North American Industry Classification System (NAICS) code is 238290, Other Building Equipment Contractors, with a small business size standard of $22 Million.
(v) The contractor shall provide line-item pricing for the upgrade/modernization repairs on three passenger elevators and one service elevator within buildings 6 and 53 at VA NJ Healthcare System Lyons Campus for the Elevator Upgrade Repairs Project No. 561A4-25-500. (ix) The provision at FAR 52.212-2, Evaluation-Commercial Items (OCT 2014), applies to this acquisition. (A) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: TECHNICAL: Offeror (prime contractor) must be a licensed/certified elevator maintenance company. A copy of valid and current license must be submitted in proposal package. Offeror must have a full-time elevator mechanic on staff. The proposal will be evaluated to the extent to which it can meet and/or exceed the Government's requirements as outlined in the solicitation and based on the information requested in the instructions to proposals section of the solicitation. SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE MODIFICATION RATE (EMR): Additionally, Offerors shall submit the following information pertaining to their past Safety and Environmental record. The information shall contain, at a minimum, a certification that the offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years.
All Offerors shall submit information regarding their current Experience Modification Rate (EMR). This information will be obtained from the offeror's insurance company and be furnished on the insurance carrier's letterhead.
Self-insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead may obtain a rating from the National Council on Compensation Insurance, Inc. (NCCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Note: Self-insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR will obtain their EMR rating from their state's worker's compensation insurance rating bureau. FACTOR 2 - PAST PERFORMANCE: The past performance evaluation will assess the relative risks associated with a proposal's likelihood of success in fulfilling the solicitation's requirements as indicated by the proposal's record of past performance. The past performance evaluation may be based on the contracting officer's knowledge of and previous experience with the supply or service being acquired; Customer surveys, and past performance questionnaire replies; Contractor Performance Assessment Reporting System (CPARS) at http://www.cpars.gov/; or any other reasonable basis. FACTOR 3 - PRICE: Offeror shall complete the line-item table in section v. of this combined synopsis/solicitation and the attached price sheet. The total dollar value of the price sheet shall be used to compare pricing between price proposals and to properly evaluate price reasonableness as determined by Contracting Officer's price analysis. Failure to provide the information requested in the evaluation criteria may result in being found non-responsive. (B) Following receipt of quotes, the Government will perform a comparative evaluation. The Government will compare quotes to one another to select the offer that best benefits the Government. (C) A written notice of award or acceptance of an offer, emailed or otherwise furnished to the successful offeror within the time for acceptance specified herein as 120 calendar days, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(xv) This is as a SDVOSB set-aside combined synopsis/solicitation for upgrade/modernization repairs on three passenger elevators and one service elevator within two buildings at the VA New Jersey Healthcare System Lyons Campus. The Government intends to award a single firm-fixed price contract as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all price proposal packages must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" The Offeror shall list exception(s) and rationale for the exception(s). Offerors received without this statement will be assumed to infer that terms and conditions are acceptable without modification, deletion, or addition. Submission shall be received NO LATER THAN 1:00 PM EDT, Thursday, August 20, 2026.
