GENERAL INFORMATION
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) H9229526QE011. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2026-01 and are available in full text through Internet access at http:// www.acquisition.gov/far/.
The acquisition is in support of the SOCNORTH Surgeon Cell.
The Special Operations Command - North (SOCNORTH) Surgeon cell is seeking to purchase 300 Advanced Tactical Individual First Aid Kits (IFAKs). The breakdown is as follows:
This is a 100% Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 423450 Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers.
The small business size standard is 200 Employees.

SALIENT CHARACTERISTICS:

The product must meet or be equal to the following physical, functional, and performance characteristics:
1. Dimensions and Weight:
Dimensions: Packaged pouch must measure exactly 8 in. (H) x 4 in. (W) x 3 in. (D) to integrate seamlessly with existing unit loadouts. Weight: Fully equipped and packaged weight must not exceed 1.18 lbs.
2. Pouch & Deployment Mechanism:
Tourniquet Placement: The tourniquet must be internally mounted, specifically banded directly to the inside of the front opening flap for immediate access upon deployment. Note: External mounting or internal pouch slotting is unacceptable. Opening Mechanism: Must feature a protective hood utilizing a quick pull latch and tab system that enables single-handed opening, combined with dual zippers. Identification: The protective hood must include a sewn-in, embroidered medical cross identifier Note: PVC patches or hook-and-loop attached identifiers are unacceptable. Internal Organization: The internal carriage system must consist of a detachable, hook-and-loop backed shock-cord panel that allows the user to adjust the tension on internal components and completely remove the panel for rapid access.
3. Mounting & Integration:
Dual-Orientation Capability: The pouch backing must feature a built-in system allowing for both vertical attachment via MOLLE/PALS and horizontal attachment via a specific 3-inch belt loop. Panel Compatibility: The system must be explicitly compatible with NAR® Quick Detach Panels.

Award Selection Process:
The Government will award a Firm-Fixed Price (FFP) purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
