NAVSUP Fleet Logistics Center San Diego is seeking information from qualified vendors for the supply of standardized Underway Replenishment (UNREP) Working and Repair Tools to support Navy fleet operations. - Government Buyer: - NAVSUP Fleet Logistics Center San Diego (Department of the Navy) - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to manufacturers able to meet Navy and NAVSEA standards - Products/Services Requested: - Hydraulic wire rope cutters (portable, rated for standard UNREP wire rope diameters) - Hose coupling clamping tools (assorted standard sizes) - Allen wrenches (for end fittings and hose split clamps; 2 each size) - Chain stopper (1/4 inch x 6 feet standard assembly) - Steel cotter pins (3/32 inch x 2 inches; 12 units) - Hammers (2 to 5 lb standard; 1 unit) - Sledge hammers (10 or 12 lb; 1 unit) - Marline spikes (16-inch heavy duty; 2 units) - Pliers (8-inch side-cutting; 1 unit, slip-joint; 1 unit) - Screwdrivers (size to fit FAS hose split clamp; 2 units) - Safety shackles (5/8, 3/4, and 7/8 inch marine grade; 1 each size) - Screw-pin shackles (5/8, 3/4, and 7/8 inch marine grade; 1 each size) - Seizing wire (6 feet) - Adjustable wrenches (10, 12, and 15 inch; 1 minimum each) - Axe (1 unit) - Unique/Notable Requirements: - All tools must comply with NTTP 4-01.4, NAVSEA S9570-AD-CAT-010, and relevant MIL-SPEC requirements - Strict standards for metallurgy, anti-corrosion, and safe working load limits - Vendors must demonstrate ability to source, test, and deliver tools meeting Navy tolerances - Commercial-off-the-shelf (COTS) items may be accepted if they meet Navy specifications - Tools must support emergency breakaway procedures and standard replenishment evolutions

Description

This is a Sources Sought Notice issued for market research purposes only. This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB).

The Government is seeking to identify qualified, experienced sources—including Small Businesses, HUBZone, 8(a), Service-Disabled Veteran-Owned, and Women-Owned Small Businesses—capable of manufacturing and delivering standardized Underway Replenishment (UNREP) Working and Repair Tools. These tools support fleet replenishment operations in accordance with NTTP 4-01.4 and NAVSEA technical specifications.

2.0 Scope of Requirements

The selected vendor must be capable of outfitting complete UNREP station toolboxes. These items must meet strict maritime durability standards and conform to standard Navy specifications.

3.0 Vendor Capability Requirements

Interested parties must demonstrate their capability to source, test, and deliver these specialized tools.

Vendors must confirm their ability to comply with NAVSEA S9570-AD-CAT-010 (UNREP Hardware and Equipment Manual) and any associated military specifications (MIL-SPEC) for metallurgy, anti-corrosion, and safe working load (SWL) limits. Commercial-off-the-shelf (COTS) items may be acceptable only if they directly map to the precise tolerances required for emergency breakaway procedures and standard replenishment evolutions.
