Administrative Details: This is a solicitation for commercial services prepared in accordance with the standards {RFO} Federal Acquisition Regulation (FAR) subpart 12.201-1, “Simplified Procedures” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. Requirement Overview

This is a requirement for full food service operations support for the Dining Facility (DFAC) located at the Kansas Regional Training Institute (KSRTI) in Salina, Kansas. KSRTI is owned by the State of Kansas. The DFAC provides meals for Subsistence-in-Kind (SIK) Soldiers and Non-SIK personnel. The role of this dining facility is providing quality meals to Soldiers and civilians conducting training activities, attending training courses, and operating in various locations overseen by the Kansas National Guard (KSNG). In addition to traditional cafeteria-style food services, this facility prepares meals for pickup (by requesting unit) that will be served in remote feeding sites. These meals by request may be hot meals or boxed meals. It will be essential for the contractor to effectively and efficiently manage headcount and the status of patrons.

This requirement requires the issuance of government property. Offerors shall establish and implement a Property Management Plan providing for methods, practices, or procedures for accounting for Government Furnished Property (GFP). A Property Management Plan shall be submitted to the contracting Officer 30 Days After award.

All employees working in performance of this contract shall complete mandatory training requirement ahead of working in any capacity under this contract. Perform all tasks to in meal preparation, serving, and sanitation meeting or exceeding industry standards. Report all required information as to number of meals served, performance, inventory, government property, invoicing related material.

Eligibility for consideration of Award:

1. Small business concern. To be considered for award, the contractor must be a small business concern that is independently owned and operated, not dominant in its field of operation, and qualified as a small business under the criteria and size standards in 13 CFR part 121 (see 19.102). Determinations and small business status are managed by the Small Business Administration (SBA).

2. Active SAM.GOV registration: Must be current as of the time of award, and should be renewed annually.

3. No exclusion on eligibility: We will only consider responsible contractors, have a debarment, have a suspension, or other Government-wide exclusion initiated under the Nonprocurement Common Rule.

4. Relevant experience in the Food Service industry utilizing NAICS 722310 Food Service Contractors.

BASIS OF AWARD

The basis for award will be based on FAR 12.203. The government will evaluate quotes based on the following evaluation criteria:
