1.0 DISCLAIMER:

This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information. It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Information on the specific topics of interest is provided in the following sections of this announcement. Neither JPM CBRN IEW nor any other part of the federal government will be responsible for any cost incurred by responders in furnishing this information.

2.0 BACKGROUND

The Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Integration, Information and Early Warning (JPM CBRN IEW) requires a system or systems capable of detecting and/or identifying vapor and/or aerosol chemical hazards as an integrated shipboard installation on US Navy and Coast Guard vessels.  This system would be a direct replacement for the currently deployed Improved (Chemical Agent) Point Detection System Lifecycle-Replacement (IPDS-LR) and will integrate into the ships existing communication infrastructure for alarm status and control to the bridge and damage control. The IPDS-LR consists of two detector units (DU) (port and starboard) and two remote displays that control the DUs.

3.0 PURPOSE

The purpose of this RFI is to conduct a comprehensive market survey to identify and analyze technologies capable of detecting and/or identifying vapor and/or aerosol chemical hazards for shipboard installation. Proposed solution sets should have a Technology Readiness Level (TRL) of 5 or higher.

The Government is highly open to multiple solutions from single sources, orthogonal technologies, novel concepts, or strategic partnering between vendors. Proposed solution sets may address only a portion of the desired operational capabilities. JPM CBRN IEW will analyze all received information papers to assess capabilities and, at its sole discretion, may release follow-on notifications. 

4.0 TECHNICAL & SYSTEM REQUIREMENTS

Interested parties are invited to submit information on technologies that align with the following technical parameters:

Hazard Detection Spectrum: Systems must be capable of detecting, classifying, and/or identifying vapors and/or aerosols of:

    <li>Chemical Warfare Agents (CWAs)</li>
    <li>Non-Traditional Agents (NTAs)</li>
    <li>Pharmaceutical Based Agents (PBAs)</li>
</ol>
</li>
<li><strong>Shipboard Integration Requirements:</strong>
<ol>
    <li>System must be capable of operating directly from shipboard power.</li>
    <li>System must be adaptable to communications over serial / copper and fiber-optic networks.</li>
    <li>Must survive and operate under ship shock (MIL-DTL-901E &ndash; medium weight), vibration, and electromagnetic interference (MIL STD 461).&nbsp;</li>
</ol>
</li>

 

Environmental Requirements:

<ol>
    <li>System must be capable of operating in littoral or afloat environmental conditions and hazards, such as, corrosion, salt air, and salt spray/fog.<strong> </strong></li>
    <li>System must be able to withstand shipboard Countermeasure Washdown System when not sampling (no mechanical intervention)</li>
</ol>

Target Maturity Level: Proposed solution sets should have a TRL of 5 or higher.

5.0 SUBMISSION REQUIREMENTS

Submissions must adhere to the following formatting and content rules:

Detection Technology: Provide an overview of the proposed detection technology(s). System Capability & Compatibility: Discuss the system(s) capability(s) and detail its compatibility with the requirements outlined in Section 4. Remote Command and Control: If applicable, provide an overview of the implemented command and control function. Otherwise, provide an estimation of effort required to develop a remote command and control function. Native Protocols: What standard, copper-based industrial protocols (e.g., Modbus RTU, Modbus TCP/IP, OPC UA) does your baseline system natively support? Network Agnosticism: Can your system interface seamlessly with standard industrial COTS network switches and ship-provided media converters, or does it require proprietary, vendor-specific networking hardware (e.g., dedicated interface boxes or proprietary protocol translators) to function? Media Flexibility: While the Government’s primary intent is to utilize copper outputs from the detector to the local shipboard I/O box, does your system offer internal modularity (e.g., field-swappable communication cards or SFP cages) to support direct fiber-optic connections if a specific platform architecture requires it? Standalone Survivability: If the ship’s primary fiber-optic network or central Damage Control console fails, does the detector retain the ability to trigger local, hardwired visual/audible alarms or discrete relay outputs? Testing Summary: Provide a comprehensive summary of testing results. TRL Estimation: Provide an estimation of the Technology Readiness Level (TRL) with supporting rationale, including a discussion on the required effort to reach a TRL of 9 if currently at a lower level. MRL Estimation: Provide an estimation of the Manufacturing Readiness Level (MRL) with supporting rationale, including a discussion on the required effort to reach an MRL of 10 if currently at a lower level. Company Information: Include official company name, address, telephone number, website, and business type (large/small business classification). Point of Contact: Provide the name, title, telephone number, and email address of the authorized company representative. Formatting: Standard 8.5 x 11-inch pages, with font size no smaller than 10-point.

6.0 SUBMISSION GUIDANCE

The Government will retain all comments and information received in response to this RFI. Respondents must clearly mark any proprietary information as "Company Proprietary." Do not apply Government security classification markings to any submission.
