This opportunity involves the U.S. Air Force 914 Airlift Wing at Niagara Falls Air Reserve Station seeking a contractor to replace carpet tiles in Building 503. - Government Buyer: - U.S. Air Force, 914 Airlift Wing (914 MSG / CEC), Niagara Falls Air Reserve Station - Scope of Work: - Removal and legal disposal of existing carpet and padding in the main dining area, bar area, and four offices (approx. 8,483 sq ft) - Supply and installation of new commercial grade carpet tiles with a minimum 3.5 TARR traffic level classification (ASTM D7330 or CRI Test Method 103) - Installation of new transition strips and replacement of baseboards as needed - Subfloor inspection and minor repairs, including cleaning and preparation - Compliance with environmental and waste management regulations, including submission of a Waste Management Plan - Provision of color samples for approval prior to purchase - Set-Aside & Requirements: - 100% set aside for Woman-Owned Small Businesses (WOSB) - Contractor must be registered in SAM and use WAWF for invoicing - Compliance with federal base access requirements (Real ID or U.S. Passport required for personnel) - No specific OEMs, brands, or part numbers are specified; contractor must provide commercial grade products meeting the stated standards - Estimated contract value is between $25,000 and $100,000 - All solicitation documents are available electronically; no paper copies provided

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA6670-26-Q-0010 is issued as a request for quotation (RFQ), for replacement of the carpet tiles in B503. Carpet will be replaced in the main dining area, the bar area and (4) offices. The total square footage of carpet tile removal and replacement is approximately 8,483 sq ft.

This acquisition is set-aside for 100% Woman-Owned small business concerns. All applicable provisions and clauses will be included in the actual solicitation. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

A Site Visit has been scheduled for - Tuesday August 11, 2026, at 1:30 pm

Instructions to obtain base access can be found in Section L.  Attachment 4 MUST be e-mailed to Contracting Office by noon on Monday 10 August 2026.

PER FEDERAL GUIDELINES as of May 7, 2025, ALL personnel requesting access to the Niagara Falls Air Reserve Station must have one of the following to be allowed entry: Valid State Enhanced or Real ID, or Valid United States Passport

Prime contractors, subcontractors and/or suppliers may attend the site visit.

Questions must be submitted in writing NLT Thursday August 13, 2026, at 3pm.  Answers will be posted on SAM.gov approx. two business days thereafter.   

The complete solicitation will only be available electronically at https://sam.gov.  No paper / hard copies will be provided.  It is the contractor's responsibility to download the RFP documents and for monitoring the website for possible amendments, any changes or updates. 

Interested vendors may register their contact information at the Federal Business Opportunities website under this notice. The list will be available online and is to facilitate subcontracting opportunities.

Contractors must be actively registered in the System for Award Management (SAM) database at https://www.sam.gov and have their Online Representations and Certifications completed.  Failure to register in the database will render the contractor ineligible for award.  Offerors must also be actively registered in Wide Area Workflow (WAWF) - https://wawf.eb.mil
