This opportunity is a NATO procurement for developing a Modelling & Simulation (M&S) Paradigm Framework for Adaptive AI Simulation on Quantum (FAASQ), announced via the US Department of Commerce's Bureau of Industry and Security (BIS). - NATO's Allied Command Transformation (ACT) seeks proposals for a firm-fixed price contract to assess and develop quantum computing applications in M&S. - The project is structured around three lines of effort: Quantum-Enhanced, Quantum-Reformulated, and Quantum-Native M&S. - Deliverables include a design methodology, proofs of concept, comparative assessments, and a future capability roadmap for quantum-enabled M&S. - No specific OEMs, products, or part numbers are listed; the focus is on research, development, and assessment services. - Bidders must be entities from NATO member countries, with key personnel holding NATO citizenship. - Proposals must be submitted directly to HQ SACT; a Declaration of Eligibility is not required. - The contract is expected to start around mid-September 2026 and run through December 31, 2026, with possible option periods based on performance and funding. - Partial bids are not accepted, and compliance with NATO terms is mandatory.

Description

Headquarters, Supreme Allied Commander Transformation (HQ SACT) Modelling & Simulation and Learning Technology (MSLT) branch is responsible for the development, direction, and coordination of Modelling and Simulation (M&S) support for strategic studies, experimentation, wargames, operational planning, exercises, innovation and capability development and for NATO Command Structure M&S capability development.

Future M&S demands will exceed what incremental improvements to current simulation architectures can address. New mathematical formulations, computational paradigms and hybrid workflows are needed to tackle bottlenecks such as combinatorial search, uncertainty propagation and repeated scenario evaluation. Quantum computing has been identified as one of the key enablers of future NATO M&S development.

The objective of this project is to support future M&S capability development by assessing the potential role of quantum technologies as disruptive, enabling, and/or transformational capabilities. The project will identify and test where quantum computing may provide operational, analytical, or computational advantages within future M&S ecosystems, and will derive implications for future NATO M&S capability requirements, technology investment priorities, experimentation activities, and long-term NATO M&S roadmaps.

In lieu of a bidder’s conference, HQ SACT invites bidders to submit technical and contractual questions not later than 28 August 2026.
