The Department of Energy's National Nuclear Security Administration (NNSA), Office of Secure Transportation, is conducting market research for the Next Generation Transporter (NGT) system to support secure transportation of sensitive materials. - Government Buyer: - Department of Energy (DOE), National Nuclear Security Administration (NNSA), Office of Secure Transportation (OST) NA-15 - Products/Services Requested: - Design, build, diagnostics, lifecycle management, refurbishment, repair, and incremental upgrades for 40–50 secure NGT trailer units - Custom vaults, enhanced cargo restraints, and integrated electronics compliant with nuclear explosive safety and DOT regulations - Design, development, testing, integration, and maintenance of automotive-grade electronics modules and software for NGT trailers - Cybersecurity compliance and operation in classified environments required - Trouble call support for NGT hardware/software, including diagnostics, analytics, and in-person support - Program and project management services, including systems engineering, quality assurance, requirements management, and integration support - OEMs and Vendors: - No specific OEMs or vendors are named in the documents; the RFI is open to all qualified industry partners - Unique/Notable Requirements: - Experience with classified systems and environments - Electrical and software integration expertise - Long-term maintenance and lifecycle support capabilities - Compliance with nuclear explosive safety and Department of Transportation (DOT) regulations - Cybersecurity compliance for all electronic and software systems - Key personnel must have qualifications in program management, systems, electrical, software, and quality assurance engineering - Estimated procurement of 40–50 NGT units, with a potential 3-year IDIQ contract structure

Description

This is a Request for Information (RFI), as defined in the Revolutionary Federal Acquisition Regulation Overhaul (RFO) FAR Subpart 15.101(c)to obtain information about capabilities and market information related to the services of interest for planning purposes. The RFI is regarding industry expertise to support the Department of Energy (DOE)/National Nuclear Security Administration’s (NNSA) build and procurement of the Next Generation Transporter (NGT). The Government reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner if the Government determines appropriate, including, but not limited to, the creation of a competitive solicitation. An interested party should avoid including any classified, business confidential, and/or proprietary information in its response. However, if an interested party must submit such information, the information must be clearly marked, and the interested party must provide sufficient justification as to why such information is business confidential and/or proprietary. The Government will review the information and safeguard it appropriately. Parties that respond will not be reimbursed or paid for the information submitted.
