Requirement Overview: The United States Coast Guard Surface Forces Logistics Center has a requirement to Open, Inspect, Report, and Possible Overhaul of the item listed below and is requesting quotations:
1. Synopsis/Solicitation Details: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, supplemented with additional information in this notice. This announcement is the only solicitation; quotes are requested, and no written solicitation will be issued. 2. Solicitation Number: 70Z04026QAK043. This RFQ is in effect through FAC 2026-001, dated March 13, 2026. It is anticipated that a competitive purchase order will be awarded. All responsible sources may submit a quotation for consideration. 3. NAICS Code: 811310. 4. Item Details: NSN: 2815-01-F98-0167 Description: Engine, Generator Set OEM: Performance Diesel Inc. Part Number (PN): D0824FL01/UCM224F13 Quantity: 4 EA Scope of Work: Open, Inspect, Report with possible repair in accordance with the Overhaul Description and OEM Specs. 5. Usage and Data Rights: These parts are used for the U.S. Coast Guard Patrol Boat Product Line. Substitute parts or part numbers are NOT acceptable. The USCG does not own proprietary data rights and cannot provide drawings, specifications, or schematics. Only Performance Diesel Inc. and/or their authorized repair facility can obtain the necessary technical data and OEM parts. Interested parties should submit complete information within three (3) calendar days, including a letter from the OEM verifying authorized repair status and OEM supply of genuine parts.
6. Packing and Marking: Material shall be individually packaged and marked in accordance with the overhaul description.

8. Inspection and Acceptance: F.O.B. Destination. Inspection occurs after verification of preservation, packaging, and damage assessment. Non-compliance results in rejection and nonpayment. FAR 52.212-1 applies, with additional instructions.
9. Award Process: No multiple awards; all-or-nothing quote required. Award to the lowest technically acceptable offer. Total firm fixed price including inspection fee and shipping to specified addresses. Vendor registration at https://www.sam.gov is mandatory. FAPIIS review applies; adverse financial info or exclusions disqualify.
10. Offeror Certifications: Include a completed copy of FAR 52.212-3 or ensure it is in SAM.gov. FAR 52.212-4 applies. FAR 52.212-5 lists applicable statutes and executive orders, including clauses on confidentiality, cybersecurity, small business utilization, and others as detailed in the notice.
