The U.S. Army Corps of Engineers, Sacramento District, is seeking a contractor to modernize the elevator at Black Butte Dam in Tehama County, California. - Government Buyer: - U.S. Army Corps of Engineers, Sacramento District (W075 ENDIST SACRAMENTO KO Contracting Division) - Scope of Work: - Modernization of elevator equipment and car - Replacement of hoist motor, controllers, and elevator car doors - Installation of new LED lighting fixtures in hall and elevator car - Installation of a new addressable fire alarm system and emergency equipment - Installation of a cellular ADA phone with one year of cellular service - Replacement of traveling cables, safety devices, buffer, and pit steel - All work must comply with ASME A17.1 and other applicable codes - Contractor must provide all labor, materials, engineering, permits, testing, certifications, and a one-year warranty on all work - Unique Requirements: - Mandatory site visit for offerors - Emphasis on safety, security training, and quality control - All testing, certifications, and documentation must be provided upon completion - No specific OEMs or vendors are named; the solicitation requires non-proprietary, solid-state electronic controllers and standard elevator modernization components.

Description

Site Visit:

A site visit will be conducted on Wednesday, August 19, 2026, at 10:00 a.m. PDT.  Interested offerors shall meet at the following location:

Black Butte Lake Headquarters 19225 Newville Road Orland, CA 95963

The Government Point of Contact (POC) for Site Visit is Seth Jantzen. 

The purpose of the site visit is to familiarize offerors with the locations and conditions that may affect contract performance. Offerors are responsible for all costs associated with attending the site visit. Failure to attend the site visit will not relieve the Contractor from performing all requirements of the contract.

All questions concerning this solicitation must be submitted in writing by email to the solicitation POC’s listed below. 

All questions must be received no later than Tuesday, August 25, 2026, at 11:00 a.m. PDT.  No additional questions will be accepted after this date.
