USDA Forest Service Competitive BPA Call Order for Invasive Plant Control (Herbicide Application) in Nevada

This opportunity is a competitive BPA Call Order from the USDA Forest Service for invasive plant control in the Humboldt-Toiyabe National Forest, Nevada. - The procurement is issued under the Land Management Integrated Resources (LMIR) BPA, and only pre-approved BPA holders (62 businesses) are eligible to compete. - The scope of work is ground surface herbicide application targeting yellow starthistle and invasive annual grasses over approximately 61 acres in the Carson Ranger District, Washoe County, Nevada (Davis Fire burn scar). - The Forest Service will provide the herbicides (Imazapic and Indaziflam), dye, and surfactants; the contractor supplies labor, equipment, water, and licensed applicators. - Application methods include backpack sprayer or UAV, with work scheduled for late summer to fall 2026, and must be completed by November 30, 2026. - Contractors must hold a Nevada Certified Pesticide Applicator License and provide detailed reporting and GPS mapping of treated areas. - No specific OEMs or commercial vendors are named; eligibility is restricted to LMIR BPA holders. - The solicitation will be distributed directly to eligible BPA holders via email.

Description

The USDA Forest Service (FS), Procurement Operations (PROPS) is issuing this synopsis/solicitation notice as a means of complying with the USDA’s policy in the Contracting Desk Book, SUBPART 413.3—SIMPLIFIED ACQUISITION METHODS, 413.303 Blanket Purchase Agreements (BPAs).  The USDA FS intends on awarding a competitive BPA Call Order against the LMIR BPA for invasive plant control within the Humbolt Toiyobe National Forest, Nevada.

The Land Management Integrated Resources BPA (LMIR) is a National BPA that consists of a large variety of work including Professional Services, Natural Resources Restoration, Engineering, Project Management, NEPA, Communications, and more. The BPA can be utilized on all Forests and Grasslands and is available for all federal agencies to utilize.

This is not a solicitation.  This synopsis notification of intent to award a BPA Call order does not constitute a request for proposals or submission of any information in response to this notification.

This procurement is restricted to those approved companies eligible for call orders under the Land Management Integrated Resources BPA (LMIR) for USFS.  There are currently 62 businesses that will receive this solicitation.  The Call Order shall be issued via email to those companies listed on the BPA.  Any changes to the Call Order RFQ shall also be emailed to those companies listed on the BPA.  Point of Contact is sm.fs.lmirbpa@usda.gov.

This requirement will be competitively awarded as a BPA Call Order against the aforementioned multiple award schedule BPAs continuously solicited on the Government Point of Entry (GPE) at: SAM.gov.  The government will not provide feedback or evaluations to companies regarding their submissions in response to this notice, however, the LMIR BPA is an open continuous BPA that allows us to accept responses for the life of the BPA.  Search “Contracts” on sam.gov using solicitation number “12363N23Q4023”.  The LMIR BPA has a continuous pre-solicitation sharing so that contractors may submit a proposal to join the BPA at any point in time by reaching out to the LMIR Team at SM.FS.lmirbpa@usda.gov
