The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center, is seeking industry input for the upcoming Technical and Programmatic Support Services (TPSS) III IDIQ MATOC, focused on cybersecurity and facility-related control systems (FRCS): - Government Buyer: - U.S. Army Corps of Engineers, Engineering and Support Center, Huntsville (HNC) - Contracting Division, Redstone Arsenal - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Products/Services Requested: - Technical and programmatic support services for Cybersecurity (CS), Electronic Security Systems (ESS), and Utility Monitoring and Control Systems (UMCS) - Quality oversight and management of cybersecurity projects - Development of criteria for implementing cybersecurity across multiple agencies - Inventories of Facility-Related Control Systems (FRCS), including medical systems - System installation, software procurement, engineering surveys, compliance with DoD cybersecurity standards and RMF processes, and training - Service contract reporting and minimum guarantee requirements - Unique or Notable Requirements: - Services span CONUS and OCONUS locations, including Germany, Italy, Japan, Netherlands, Kwajalein, and South Korea - Emphasis on quality control, safety, security clearances, and compliance with DoD cybersecurity and RMF standards - No Architect-Engineer elements included - Key personnel qualifications specified for program management, cybersecurity, engineering, and technical roles - Total shared contract capacity of $92 million over 5 years, with a 6-month extension option

Description

The U.S. Army Corps of Engineers -Huntsville Center (CEHNC), Contracting Directorate is seeking information from interested contractors. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. CEHNC will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized at SAM.gov | Contract Opportunities (https://sam.gov/content/opportunities). It is the responsibility of the potential offerors to monitor the site for additional information pertaining to this requirement.

The purpose of this acquisition includes: (1) providing quality oversight and management of cybersecurity projects; (2) developing criteria for how to implement cybersecurity across multiple agencies; (3) and performing inventories of Facility-Related Control Systems (FRCS) to include medical systems. There are no Architect-Engineer elements included in this requirement.
