Description
General Information This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Small Business Administration (SBA) has granted a class waiver of the Nonmanufacturer Rule for Electromedical and Electrotherapeutic Apparatus Manufacturing, NAICS code 334510, to include medical ultrasound equipment manufacturing (72 FR 71518, Dec. 20, 2007). Accordingly, an offeror submitting a quotation/offer as a nonmanufacturer for the ultrasound system under this solicitation may supply the product of any size manufacturer and shall be considered small for purposes of this Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, provided the offeror otherwise meets the nonmanufacturer requirements at 13 CFR 121.406(b) (i.e., is primarily engaged in the retail or wholesale trade, normally sells the type of item being supplied, takes ownership/possession of the item consistent with industry practice, and does not exceed 500 employees). Salient Characteristics The offered ultrasound system must meet or exceed the following salient characteristics Clinical & Operational Requirements: Point of care ultrasound suitable for ICU/CCU/SICU/MICU bedside use. DICOM based communication compatible with VA imaging workflows. System equivalent to Sonosite ST running Windows 10 IoT Enterprise 2019 LTSC or equivalent. Application software equivalent to v4.0.2 with comparable functionality and security. Steep needle profiling or equivalent needle visualization capability. Included small basket accessory or equivalent. Voice assist functionality (e.g., Sonosite Voice Assist) with minimum 12 month support. Service manual and user guide in electronic format (USB). At least 4 consecutive hours of onsite installation and clinical applications training. Access to online ultrasound education platform with 100 hours of POCUS content. Transducers: One curved array transducer equivalent to C5 1. One high frequency linear transducer equivalent to L19 5. Warranty Requirements: Minimum 5 year standard warranty on system and transducers. Cybersecurity Requirements: Secure wireless networking using FIPS 140 2/140 3 validated cryptographic modules. TLS 1.3 over HTTPS for all data in transit (no legacy SSL). Support for Microsoft BitLocker or equivalent full disk encryption. Local sensitive data storage with on demand data purging. Local logging/audit export capability. Operation entirely within VA network without external cloud reliance. Single IP operation (static/DHCP) with IPv4/IPv6 support. Vendor supported patching for OS and applications. OS level executable/script whitelisting support when VA antivirus cannot be installed. Passive vulnerability scanning by VA security tools.
