THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The purpose of this notice is to conduct market research and obtain information from qualified Contractors who are able to meet the requirements identified in the accompanying Statement of Work. This is not a solicitation. A solicitation will be issued at a later date. This notice does not restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested nor will it compensate any Contractor for any cost incurred in developing information provided to the Government.

Statement of Work (SOW)

Contract Title: Animal downdraft surgical tables and fume hood surgical tables with filters

Background: VANJHCS was awarded funds for animal downdraft surgical tables (2) and fume hood surgical tables (2) with filters (4) by the Lab Animal Major Equipment (LAM) program, which is sponsored by VHA s Office of Research and Development (ORD).

We seek this equipment for two reasons: 1) to replace old investigator-constructed surgical space now deemed inappropriate for lab survival surgery use involving isoflurane and 2) to remove the need for transporting animals outside of our Veterinary Medical Unit (VMU) for non-survival surgeries due to the use of paraformaldehyde perfusions. There are no functioning safety hoods in the VMU designed for scavenging paraformaldehyde. The hoods located a floor above the VMU, in Neurology Laboratory space, have been used for many years, but that has become very problematic as they have aged and the elevator to that floor has been very unreliable in recent years (requiring staff to carry tubs up two flights of stairs).

We have identified surgery table types that are designed for both survival surgeries (scavenging isoflurane) and non-survival surgeries (scavenging paraformaldehyde). The choice of the former units is to address safety concerns with the use of isoflurane (2025 VISN safety inspection), whereas the later units can be located within the VMU and positioned adjacent to existing plumbing and sinks for conducting non-survival perfusion surgeries. In addition, all of these units are movable; thus with a future renovation plan of our VMU space, this equipment could be moved to the planned temporary trailers, and then again, back into the renovated space. Therefore, we have strategized the use of these types of in-room ventilating surgical tables (not requiring external venting and FMS installation/maintenance) to maximize the use of them with these potential changes in location of the animals in future years.

Scope: The Research & Development Service is requesting a new requirement contract with to purchase animal downdraft surgical tables (2), fume hood surgical tables (2), filters (4), and carts (2) that will be for rat and mouse surgeries and are not associated with any specific laboratory.

For survival surgeries, the animal downdraft surgical tables must have the following features: Be standalone and portable - not affixed or connected to any building structure. Has a down draft filter that will safely recirculate air back into the room after filtering out isoflurane. Be made of stainless steel and has replaceable filters. Filters must fit within the fume hood and be a 50/50 blend of Carbon and Potassium Permanganate that protects users from anesthesia gases and fixation vapors.

For non-survival surgeries, fume hood surgical tables and carts must have the following features: The table is standalone and portable - not affixed or connected to any building structure. The table must be able to connect to a plumbing line. The table has the capability to in-room ventilate whereby it can filter out isoflurane and paraformaldehyde and safely recirculate clear air back into the room. The table is made of stainless steel, has the following dimensions - 24w X 18h X 18D, and has replaceable filters. The cart is mobile, its wheels can lock in place, and its height is adjustable. Filters must fit within the fume hood and be a 50/50 blend of Carbon and Potassium Permanganate that protects users from anesthesia gases and fixation vapors.

To ensure compatibility with one another, all equipment must be purchased from the same manufacturer.

Period of Performance: The vendor will deliver within 30 days after receipt of order.
